Following are the legislative items Division II delegates acted on at the Division II business session January 16 at the NCAA Convention in Atlanta.
Proposal No. 2010-1 Recruiting – Offers and Inducements – Summer Facility Fees for Prospective Student-Athletes
Intent: To allow schools to pay fees associated with the use of institutional athletics facilities for prospects who participate in voluntary athletically related activities in their sport during the summer before initial enrollment (as long as the prospect has signed a Letter of Intent or has received a written offer of admission or aid).
Effective date: Immediate.
Convention action: Adopted by paddle vote as part of a consent package.
Proposal No. 2010-2 Recruiting and Eligibility – Admissions and Graduation Data, Banned-Drug List and Initial-Eligibility Standards – Reports and Notification – Eligibility Center
Intent: To specify that the NCAA Eligibility Center will provide information related to admissions, graduation-rate data and Academic Success Rate to prospects and guardians once they have registered with the Eligibility Center and the EC has received a school's request to add the student-athlete to an IRL.
Effective date: August 1, 2010, for prospects who register with the Eligibility Center on or after August 1, 2010.
Convention action: Adopted by paddle vote as part of a consent package.
Proposal No. 2010-3 Recruiting – Tryout Exceptions – Use of Institutional Facilities
Intent: To establish a tryout exception that allows prospects to use an institution's facilities as long as the activities are in a sport the school doesn't sponsor (institutional personnel also may be involved without penalty).
Effective date: Immediate.
Convention action: Adopted by paddle vote as part of a consent package.
Proposal No. 2010-4 Eligibility – Freshman Academic Requirements – Test-Score Requirement – Exception – Institutions Located in Puerto Rico – Prueba De Aptitud Academica
Intent: To create an exception to the test-score requirement for initial eligibility to specify that a prospect entering an institution located in Puerto Rico may use a minimum combined score on the Prueba De Aptitud Academica verbal and math reasoning sections of 730 to satisfy such test-score requirement.
Effective date: August 1, 2010, for students first entering a collegiate institution in Puerto Rico full time on or after August 1, 2010.
Convention action: Adopted by paddle vote as part of a consent package.
Proposal No. 2010-5 Playing and Practice Seasons – Fall Sports
Intent: To amend the length of the playing and practice season and the maximum number of contests in cross country, football, soccer, field hockey and volleyball, as specified.
Effective date: August 1, 2010 (though contracts signed before August 6, 2009, for games occurring between August 26, 2010, and September 1, 2010, may be honored).
Convention action: Adopted (as amended by Proposal No. 2010-5-1) by roll-call vote, 207-72-1.
Proposal No. 2010-5-1 Playing and Practice Seasons – Fall Sports – Field Hockey – Maximum Number of Contests – Effective Date
Intent: In field hockey, to delay the effective date of Proposal No. 2010-5 to August 1, 2011.
Effective date: August 1, 2011.
Convention action: Adopted by roll-call vote, 107-45-129.
Proposal No. 2010-6 Playing and Practice Seasons – Spring Sports
Intent: To reduce the maximum number of contest in baseball from 56 to 50, from 24 to 21 contests dates in golf and to eliminate the tournament exception in softball.
Effective date: August 1, 2010.
Convention action: Adopted by roll-call vote, 241-37-2.
Proposal No. 2010-7 Playing and Practice Seasons – Winter Break
Intent: To preclude athletically related activities in winter sports from December 20 through December 26 (also to preclude voluntary activities in all sports during that time unless the facility is open to the general student body).
Effective date: August 1, 2010 (though contracts signed before August 6, 2009, for games occurring between December 20, 2010, and December 26, 2010, may be honored).
Convention action: Adopted (as amended by Proposal No, 2010-7-1) by roll-call vote, 171-108-2.
Proposal No. 2010-7-1 Playing and Practice Seasons – Winter Break – Return Travel
Intent: To allow teams to travel on December 20 after an away game on the 19th as long as that is the earliest practical opportunity to return to campus.
Effective date: August 1, 2010.
Convention action: Adopted by roll-call vote, 234-36-10.
Proposal No. 2010-8 Playing and Practice Seasons – Winter Sports – Basketball
Intent: To reduce the maximum number of contests from 27 to 26.
Effective date: August 1, 2010.
Convention action: Adopted by roll-call vote, 198-79-2.
Proposal No. 2010-9 Personnel – Conduct of Athletics Personnel – Sports-Safety Training
Intent: To require head coaches and other full-time coaches to be certified in first aid, CPR and AED use.
Effective date: August 1, 2010.
Convention action: Adopted by paddle vote.
Proposal No. 2010-10 Recruiting – Official Visit – Written Notice
Effective date: Immediate (the immediate effective date was adopted by a paddle vote).
Convention action: Adopted by roll-call vote, 175-105.
Proposal No. 2010-11 Eligibility – Criteria for Determining Season of Eligibility – Participation in Organized Competition Before Initial Enrollment
Intent: To redefine parameters for organized competition and to allow prospects a year-long grace period for participation before initial collegiate enrollment without penalty.
Effective date: August 1, 2010, for individuals who are issued a final amateurism certification by the NCAA Eligibility Center on or after April 1, 2010.
Convention action: Adopted by roll-call vote, 218-59-3.
Proposal No. 2010-12 Financial Aid, Playing and Practice Seasons and Division Membership – Sand Volleyball
Intent: To establish playing and practice season and financial aid parameters for sand volleyball.
Effective date: August 1, 2010.
Convention action: Adopted by paddle vote.
Proposal No. 2010-13 Playing and Practice Seasons – Golf – Out-of-Season and Nonchampionship Segment Athletically Related Activities – Nonchampionship Segment Activities – 60-Consecutive Calendar Day Period
Intent: To redefine parameters in the nonchampionship segment in golf, as specified.
Effective date: August 1, 2010.
Convention action: Adopted by roll-call vote, 244-8-26
Proposal No. 2010-14 Playing and Practice Seasons – Basketball – First Contest
Intent: To establish the second Friday in November as the first permissible playing date in basketball.
Effective date: August 1, 2010.
Convention action: Adopted by roll-call vote, 136-131 (the proposal was initially defeated by roll-call vote, 136-141-2, but then adopted upon reconsideration).
