DIII video series previews 2010 proposals

The nine legislative proposals scheduled for a vote by Division III members at the 2010 Convention are the subject of a series of educational videos produced by the NCAA academic and membership affairs staff.

This is the second year that the videos have been offered to help delegates prepare for voting on proposals at the Convention in Atlanta.

Two of three planned videos now are available online, covering six of the nine proposals. A third video covering the other three proposals will be made available by early December.

The first video is about five minutes long. In it, Kristin Nesbitt, NCAA coordinator of academic and membership affairs, covers four proposals (all sponsored by the Division III Presidents Council unless otherwise noted). The proposals would:

  • Permit “walkthrough” sessions during the early days of preseason football practice. (The proposal is sponsored by the American Southwest, Empire 8 and New Jersey Athletic Conferences.)
  • Base calculation of eligibility for a hardship waiver on the maximum number of contests or dates of competition permitted under Bylaw 17 rather than a specific team’s actual number of contests or dates of competition.
  • Permit student-athletes to be involved in a date of competition or an alumni contest, or both, during the nontraditional season without using a season of participation.
  • Allow institutions to schedule an alumni game any time during a nontraditional or traditional segment in sports that treat the game as an exempted contest.

The second video also is about five minutes long. Amy Huchthausen, director of academic and membership affairs and Division III governance liaison, covers two proposals. Those proposals would:

  • Permit coaches to supervise a campus facility as part of their employment duties when enrolled or prospective student-athletes are present.
  • Deregulate tryout legislation. The proposal would maintain prohibitions on traditional tryouts, combine-type tryout events and varsity team competition against high school and prep school teams, while deregulating other activities currently addressed in Bylaw 13.11.

Details of the proposals will be published in the Official Notice of the Convention, which will be mailed November 15 to Division III institutions.

The videos are among several resources being created by the academic and membership affairs staff to help delegates prepare to vote on proposals during the Division III business session January 16 in Atlanta.

The staff also again will prepare a detailed Q&A to address questions about each proposal. That document will be provided to delegates as they check in at the Convention site.
