The Division II Membership Committee is asking the Management Council to sponsor legislation for the 2011 Convention that would give the committee the authority to conduct random audits of sport-sponsorship and financial aid information contained in institutions’ completed self-studies.

If approved, institutions completing their Institutional Self-Study Guides in 2012 and beyond would be subject to the audit.

Committee members see the legislation as another accountability measure for Division II membership, and as a way to strengthen institutions’ commitment to operating their athletics programs in compliance with Division II standards.

Specific procedures for the audit will be developed later.

The committee also asked the Management Council to sponsor legislation for the 2011 Convention that would permit the Membership Committee to fine an active member institution that provided inaccurate information during the membership process that is later revealed to have contributed to that school being approved into active status.

The measure closes a perceived loophole in that the legislation would allow the Membership Committee to apply a penalty retroactively, since provisional members are not under enforcement or Membership Committee jurisdiction in infractions matters.
