The Division I Legislative Council will begin its initial review of legislation in the 2009-10 cycle when it meets October 19-20 in Indianapolis.
The group will discuss the pending proposals and have the opportunity to offer suggestions and modifications to the legislation.
Among the proposals the Council will examine are:
- Proposals No. 2009-12, No. 2009-14 and No. 2009-15 − all proposed by the Recruiting and Athletics Personnel Cabinet − which are designed to clarify and in some instances change the responsibilities of several different coaching positions. No. 2009-14 would create the title of “student manager.”
- Proposals No. 2009-19, No. 2009-39, No. 2009-70 and No. 2009-83, which would create rules for recruiting, financial aid, and playing and practice seasons for sand volleyball.
- Proposal No. 2009-22, which would allow a prospective student-athlete in all sports except men’s ice hockey to participate on a professional team without jeopardizing eligibility, provided the prospect does not receive more than actual and necessary expenses for participation.
- Proposal No. 2009-32, which would allow unlimited phone calls to recruits during contact periods.
- Proposal No. 2009-48, which would limit to 28 the number of Football Bowl Subdivision student-athletes who may sign a National Letter of Intent or institutional offer of financial aid from the first signing day through May 31.
- Proposal No. 2009-51, which would require institutional basketball camps and clinics to be conducted within 100 miles of campus.
- Proposal No. 2009-56, which would set additional standards for institutions to subscribe to a recruiting or scouting service involving prospective student-athletes.
- Proposal No. 2009-73, which would prohibit the housing of student-athletes in a hotel the night before a home contest.
- Proposal No. 2009-75, which would require the sickle cell test as part of the required medical examination for incoming student-athletes.
- Proposal No. 2009-80, which would add a week – but not any additional games – to the football season.
- Proposals No. 2009-87, which would eliminate foreign tours and No. 2009-88, which would expand participation in foreign tours to eligible incoming freshmen and transfers who have completed additional summer school requirements.
Council members will take their first votes on the legislation at the 2010 NCAA Convention in January in Atlanta. The group can defeat the legislation, approve it or seek further input from the membership. Those not defeated or approved will be considered again in April. The Board can review any Legislative Council decision.
