Cabinet considers tool to evaluate governanceThe Administration Cabinet has begun investigating the creation of a tool that will assess the impact of the reorganized Division I governance structure.
The cabinet meets next in June, and at that time will review possible elements of a survey that will be designed to collect information from within the structure – members of the various cabinets and councils – as well as the membership at large, conferences and member institutions. One of the original duties assigned the Administration Cabinet was to continually review the governance structure, and the proposed assessment tool would help the group fulfill that charge.
Chair Rob Halvaks, associate commissioner of the Big West Conference, said the group originally tasked with the reorganization, the governance subcommittee of the former Management Council, always intended for the effectiveness of the structure to be reviewed.
“We’re taking that step right out of the box,” he said. “If anything needs to be tweaked, let’s tweak it now to keep it going in the right direction. Unless we get feedback, how will we know?”
One of the main goals of the new tool will be to determine if the new structure is working as intended – if the subgroups are all working together to provide the information required by the Leadership Council, Legislative Council and, ultimately, the Board of Directors. The cabinet also hopes to get feedback from the membership at large to determine its comfort level with the reorganization.
The NCAA research staff will present initial elements of a survey to the cabinet for review in June. Halvaks said that in his opinion, the reorganization has allowed different groups to focus more on specific issues.
“It’s more streamlined. Now we’ve got a group of people working in specific areas, as opposed to a lot of people working on so many issues that nobody can dig into things,” he said. “That’s been a real positive.”
