The following is a summary of Division I news from the week of October 27-31.
• At its October 30 meeting, the Board of Directors expressed continued interest in the development of an APR for head coaches, indicating a desire to have the rate publicly available. The Board also sponsored several pieces of legislation in the 2008-09 cycle, including one changing the timeframe in which a student-athlete can declare himself eligible for the NBA draft.
• The Committee on Infractions presented a report to the Board recommending that penalties for major infractions be toughened, among other suggestions. The Board took the report under advisement and will discuss it at future meetings.
• The Football Championship Subdivision title game will move from December to the eve of the Bowl Championship Series national championship game in January, beginning in 2010.
• The Committee on Academic Performance announced it will begin collecting in-depth data about 2-4 transfers in conjunction with the collection of 2008-09 Academic Progress Rate data. The committee hopes the information will help to shape future policy regarding 2-4 transfers.
