CAP to continue transfer discussion

The Committee on Academic Performance will continue its discussion about making adjustments in the Academic Progress Rate for transfer student-athletes at its July 9-10 meeting in San Diego.

Earlier this year, the committee developed criteria transfers must meet in order to be considered for an APR adjustment, including a minimum 2.6 cumulative grade-point average, immediate transfer to another four-year institution, earning the eligibility point, and attending the original institution for at least one academic year before transfer.

The committee will finalize guidelines for reviewing cases of student-athletes who fail to meet an element of the criteria for legitimate reasons. In April, the group discussed implementing a GPA floor below which relief would not be considered and also tying in a minimum number of transferable credit-hours earned to apply for relief. The committee will review transfer student-athlete data to aid in its decision-making.

Also at the April meeting, the group discussed methods to provide flexibility within the APR for student-athletes with eligibility remaining who have graduated, including giving a “bonus” for such student-athletes who choose to continue their academic studies. The group will discuss different models for providing flexibility for those student-athletes.

Additionally, the committee will decide on a waiver process for third- and fourth-occasion historically based penalties and consider the possibility of Academic Performance Program penalties following coaches. At its April meeting, the Division I Board of Directors requested the committee re-examine the possibility of penalties following coaches.
