CAP to consider potential policy changes for transfers

The Division I Committee on Academic Performance will consider potential adjustments to the Academic Progress Rate for transfer student-athletes. The committee meets January 10-11 at the NCAA Convention in Nashville.

The committee has examined this issue for several months, including reviewing extensive data provided by NCAA research staff that indicates that when student-athletes transfer, it takes them longer to graduate and they are less likely to graduate. However, data also indicate that the impact of transferring is mitigated by a student-athlete's academic profile.

In the past, the committee has studied models that would adjust the APR for transfer student-athletes who meet certain specific academic conditions, including grade point average and credits earned.

The committee will discuss several different options this month, including adopting an alternative APR model, allowing for an adjustment for certain transfer student-athletes and maintaining the status quo. The committee will consider the impact of each decision on a sport, conference and resource level.

In addition to the transfer discussion, the CAP will also receive an update on the data collection and public release of the Academic Performance Plan information. Public release is scheduled for sometime in the spring.
