A video interview with incoming NCAA Secretary Rules-Editor Rogers Redding discussing recommended rules changes in the sport is available on NCAA.org.

The NCAA Football Rules Committee proposed rules changes to enhance student-athlete safety and to encourage consistent pace of play.

Redding enlightens football fans on recommendations regarding a new 40/25 second play clock; a change in the timing of the game after a ball carrier goes out of bounds; adjusted wording to try to curb incidences of dangerous helmet-related contact; and a 15-yard personal foul rule for horse collar tackles.
