Former umpire Horgan assumes new role for field hockey rules

The NCAA has appointed veteran field hockey umpire Steve Horgan to the new position of field hockey rules modifications interpreter.

Horgan will serve as the official authority on rules modifications made for the college game and be a resource for international rules, which are the general guidelines used for NCAA competition. The position is similar to the secretary-rules editor role the NCAA uses for sports that have their own rules-making committees.

Horgan enters the rules-modifications position with an extensive amount of coaching and officiating experience. His umpiring career included 85 international matches, two Olympic Games (1996, 2000), two World Cups (1994, 1998) and three Pan American Games. In addition, Horgan umpired NCAA field hockey since 1984, retiring from active umpiring after the 2000 Sydney Olympic Games. 

He was appointed as the rules interpreter for USA Field Hockey in January.
