Executive Committee action prompts Convention vote

The NCAA Executive Committee set up the second Association-wide vote at the Convention since the NCAA restructured in 1997 when it sponsored an amendment that clarifies the committee’s authority in setting policy.

The amendment to NCAA Constitution 4.1 specifies the Executive Committee’s authority to adopt and implement policies to resolve core issues and other Association-wide matters, procedures that are implicit but not specified in the current legislation. The amendment does not change the duties and responsibilities of the Executive Committee, nor does it expand the committee’s authority or power.

Because the proposal is a dominant provision, it requires a common vote among all three divisions at the Convention. The matter will be addressed on a one-vote, one-institution basis through a show of paddles during the Convention’s opening business session Saturday, January 12.

It will be the second Association-wide vote since the NCAA federated its governance structure in 1997. The first was at the 2000 Convention when delegates modified Constitution 2.6 to more explicitly describe what types of discrimination are prohibited. That proposal also was sponsored by the NCAA Executive Committee.
The Executive Committee also noted that the Division I Board of Directors and the Divisions II and III Presidents Councils amended administrative regulations during their August 9 meetings that add the Executive Committee, the Presidents Councils (Board of Directors in Division I) and the Management Councils to championships and sports committees in the list of bodies able to set policy for the NCAA championship administration.

That amendment also triggered an editorial revision to Bylaw 18.1 that adds those governing bodies to groups administering NCAA championships.

Also at its August 9 meeting in Indianapolis, the Executive Committee approved an amended budget of $614 million for 2007-08, and tentative budgets of $658.8 million for 2008-09 and $707.6 million for 2009-10. Those budgets include Division I distributions of $358.5 million in 2007-08 and 2008-09 and $387.2 million in 2009-10.

The budgets reflect about a $10 million increase in revenues due to enhancements within the Division I Men’s Basketball Championship. About $4 million is the result of attendance at preliminary sites, and another $6 million of additional revenue was collected due to tickets and hospitality packages sold online and in the secondary market place.

The projected Divisions II and III allocation guarantees for the upcoming years are $26.8 million and $19.5 million, respectively, for 2007-08; $28.8 million and $20.9 million, respectively, for 2008-09; and $30.9 million and $22.5 million, respectively, for 2009-10.

The Executive Committee also reviewed the Association’s strategic plan that the committee approved in April 2004. While the committee noted that about 70 percent of the stated goals in the plan have been accomplished and the vast majority of the others are well underway, members expressed a desire to maintain momentum by conducting periodic reviews. To that end, the committee agreed to appoint a subcommittee to consider whether modest revisions to the plan are necessary in the next few years.
