Acting for the Division I Management Council, the Division I Legislative Review/Interpretations Committee issued the following interpretation:

Recruiting/Contact Restrictions at
Specified Sites

Electronic Correspondence while a Prospect is at the Site of Competition. The committee determined that an institution’s coaching staff member may not send electronic correspondence (for example, text or instant messages, e-mail) to a prospect while he or she is on call for competition at the site of the competition (for example, arena, stadium). Electronic correspondence may be sent to the prospect while the prospect is on call and not at the site of competition or while the prospect is at any location once he or she has been released by the appropriate authority. The committee noted that in men’s and women’s basketball, additional restrictions preclude communication with prospects during summer certified events and the July evaluation periods, respectively.
