Acting for the Division I Management Council, the Division I Legislative Review/Interpretations Committee issued the following interpretations:
Recruiting/Personalized Recruiting Aids
1. The Use of Personalized Recruiting Aids During a Recruiting Visit. The committee determined that personalized recruiting aids, which are precluded during an official or unofficial visit, also include any decorative items and special additions to any location the prospect will visit (for example, hotel room, locker room, coach's office, conference room, arena) regardless of whether the items include the prospect's name or picture. The committee noted that all facilities and locations the prospect will visit during the official or unofficial visit should be maintained in the same manner as they would normally appear. Foreign Tours/Incoming-Student Participation
2. Participation of an Incoming Student-Athlete in Practice Sessions Before an Institution's Foreign Tour. The committee confirmed that an incoming student-athlete (freshman or transfer) may participate in practice sessions conducted in preparation for a foreign tour only if such practice sessions occur either:
* On or after the first permissible practice date in the involved sport (pursuant to playing and practice season regulations); or
* On or after the first day of classes of the student-athlete's first regular term at the institution.

Recruiting/Evaluations
3. Coach Observing Multiple Prospects at Event. The committee confirmed that an institution's coach who is attending an event in which prospects from multiple educational institutions participate in drills (for example, combine) is charged with an evaluation only for each prospect participating in the event that the coach observes or for each prospect that the coach assesses academic qualifications (for example, obtains a prospect's academic transcript). For example, if a football coach only observes prospects participating in defensive back drills at a football combine, only evaluations for those prospects observed in the defensive back drills must be counted.
