Acting for the Division I Management Council, the Division I Legislative Review/Interpretations Committee issued the following interpretations:

Playing and Practice Seasons/Preseason Practice Period/Football

1. Conducting Administrative Activities Before the First Practice During the Preseason Practice Period in Football. The committee determined that, in football, an institution may conduct administrative activities (for example, academic orientation, team pictures, equipment issue) before it conducts an on-field practice or testing session, provided the activities occur on or after the first permissible date of practice. [References: NCAA Bylaws 17.11.2.1 (first practice date) and 17.11.2.3 (five-day acclimatization period -- Divisions I-A and I-AA).]

2. Conducting Walk-Throughs During Preseason Practice Period in Football. The committee confirmed that, in football, an institution that conducts a walk-through during or after the acclimatization period on a day in which no other on-field activities occur (that is, practice or testing session) must include the walk-through in its limit of 29 on-field practices for the preseason practice period. In addition, if an institution conducts only a walk-through on a particular day during the acclimatization period, that day does not count toward the required five days of acclimatization. 3. Calculating Practice Opportunities for Women's Volleyball. The committee determined that when the first scheduled contest in women's volleyball occurs before September 1, to determine the first permissible date of practice, an institution shall count back one practice unit for each day from September 1 through the date of the first scheduled contest. Thereafter, the institution shall apply the formula as prescribed in Bylaw 17.02.11 (practice units). [References: Bylaws 17.02.11 (practice units) and 17.27.2 (preseason practice-women).]

Recruiting/Noninstitutional Camps and Clinics/Men's Basketball

Employment of Men's Basketball Student Managers at Camps and Clinics. The committee determined that student managers who are full-time students and have responsibilities specific to men's basketball may be employed at institutional or noninstitutional camps or clinics other than their own institution's camps or clinics.
