Acting for the Division I Management Council, the Division I Legislative Review/Interpretations Committee issued the following interpretations:
Recruiting/Official Visits
1. Special Administration of PSAT, SAT, PLAN or ACT for a Prospect with a Disability. The committee confirmed that a prospective student-athlete with a disability satisfies the PSAT, SAT, PLAN or ACT score requirement for an official visit by presenting the institution with a score from a special administration (for example, extended time) of the PSAT, SAT, PLAN or ACT. [Reference: NCAA Bylaw 13.7.2.2.2.1 (PSAT, SAT, PLAN or ACT score).]
Financial Aid/Reduction and Cancellation during Period of Award
2. Requesting Permission to Contact Other Institutions Does Not Constitute Voluntary Withdrawal. The committee confirmed that a student-athlete's request for written permission to contact other four-year institutions regarding a possible transfer does not in and of itself constitute a voluntary withdrawal from a sport. Therefore, it is not permissible for an institution to reduce or cancel a student-athlete's athletically related financial aid during the period of the award based on his or her request for permission to contact other four-year institutions. Recruiting/Local Sports Clubs
3. Coaching Staff Member's Involvement with a Local Sports Club that Includes Prospects Who Reside Outside a 50-mile Radius of the Institution. The committee confirmed that an institution's coaching staff member may not be involved in any capacity (for example, coach, participant, administrator) with a sports club in which the coach would be involved with prospects participating in any sport who live outside of a 50-mile radius of the member institution's campus. For example, a coaching staff member may not serve as an executive director of a club if the club includes prospects on any of its teams who reside outside a 50-mile radius of the member institution's campus. If a coaching staff member serves as an administrator of a single team in a club that involves multiple teams or sports, the 50-mile radius is applicable only to the team with which the institution's coach is involved.
