Council sends bulk of proposals out for comment

DALLAS -- In addition to dealing with the comprehensive legislative packages from the NABC and the WBCA, the Division I Management Council considered more than 100 other legislative proposals in the 2004-05 cycle.

Proposals moved into the comment period and scheduled for a vote in April include three that would modify the playing and practice seasons in part through the way certified events are handled. Council members noted their desire for further membership review on all three alternatives but that there were concerns about whether the provisions should apply to all sports. The Division I Student-Athlete Advisory Committee has voiced concern for all three measures.

The Division I SAAC registered a significant turn of events with another proposal, convincing Council members to reconsider and defeat a measure regarding SAAC composition after it had been given an initial pass earlier in the day. The proposal, No. 04-46, would have required SAAC members to be current student-athletes. SAAC members say they prefer their current practice of allowing student-athletes to serve up to a year after completing their eligibility. They were able to persuade the Management Council during a January 9 luncheon (see related story, page A24). SAAC also celebrated the Council's distribution of proposals (Nos. 02-82 and 03-23-A and B) that expand financial aid opportunities.

Council members also sent out for comment a proposal from the NCAA Recruiting Task Force that would reduce the number of official visits in Division I-A football from five to four. The Council, however, defeated a similar measure for other sports, including basketball and Division I-AA football.

Proposal No. 04-72, which would provide for a 12th regular-season football game, also was moved into the comment period. Though the proposal has been controversial in the media, it received little discussion during the Council meeting or at the Legislative Review Forum the day before.

The Council tabled a proposal that would have allowed for the one-time transfer exception in all sports. Council members deferred the proposal until the next legislative cycle to coincide with measures submitted by an ad hoc group working on the concept.
