Rachel Newman-Baker has been promoted to director of agent, gambling and amateurism at the NCAA national office after serving as an assistant director in that area for three years.
Newman-Baker takes over for Bill Saum, who recently was appointed to oversee a to-be-established amateurism clearinghouse that will be operated from within the membership services staff. The agent, gambling and amateurism staff is housed in the enforcement services area.
Newman-Baker will be responsible for NCAA activities associated with agent, gambling, amateurism and basketball certification, including investigations of possible violations of NCAA legislation in those areas.
She also will be responsible for cultivating and maintaining relationships with external constituents, including professional sports organizations such as the NFL, NBA, MLB, and NHL and professional players unions in those leagues.
Newman-Baker also will work closely with law-enforcement authorities. Her duties also include the development and implementation of comprehensive educational programs for student-athletes, parents, coaches, athletics administrators, the general public and media regarding issues associated with agent, gambling, amateurism and basketball certification issues.
She also will serve as staff liaison to the Division I Academics/Eligibility/Compliance Cabinet subcommittee on amateurism and agents, and as a secondary staff liaison to the Association-wide Committee on Sportsmanship and Ethical Conduct.
Newman-Baker began her career at the national office as an intern in enforcement services in 2001. She accepted the assistant director position in agents, gambling and amateurism a year later.
She earned a bachelor's degree in sociology in 1999 from Berea College, where she was a basketball student-athlete for two years. She also received her master's degree in sports administration from Ohio State University in 2001. Before joining the NCAA, Newman-Baker was a graduate assistant in the athletics compliance office at Ohio State.
