- Amended two previous Council-approved interpretations (2/20/03, Item No. 3, and 2/20/03, Item No. 4) to specify that a transfer student-athlete must successfully complete the following progress-toward-degree requirements after attendance at a foreign institution, domestic four-year college or a two-year college for the specified time to be eligible at the time of transfer to the certifying institution: (1) Equivalent of one semester/one quarter -- six semester or six quarter hours; (2) Equivalent of one academic year (for example, two semesters/three quarters) -- 24 semester or 36 quarter hours; (3) Equivalent of three semesters/four quarters -- 30 semester or 42 quarter hours; or (4) Equivalent of four semesters/six quarters and thereafter -- percentage of degree requirements.
Further, for a transfer student-athlete from a foreign institution, it is not necessary for the institution to certify that the student-athlete has completed six credit hours in the previous term of full-time enrollment. Additionally, for a transfer student-athlete from a domestic four-year college or two-year college, an institution must certify that the student-athlete has completed six credit hours in the previous term of full-time enrollment, regardless of when the student-athlete enrolls in the NCAA Division I institution (for example, fourth semester, eighth semester).
- Approved policies and procedures developed by the Committee on Academic Performance to administer the incentives/disincentives program.
- Approved a modification of wording regarding Proposal No. 04-3 specifying that each Division I-AA football conference shall have one representative on the Division I Football Issues Committee.
- Agreed with a recommendation from the Division I-AA Football Governance Committee to include Division I-AA in the voting line for several proposals that are applicable to Division I-A, including Proposal No. 04-72 (12th regular-season game).
