The interpretations subcommittee of the Division II Legislation Committee issued the following interpretations:
One-Time Transfer Exceptions
1. One-Time Transfer Exception -- Discontinued/Nonsponsored Sport Exception. A student-athlete who previously transferred from a four-year institution is eligible for the one-time transfer exception provided the student-athlete would have otherwise been eligible for the discontinued/nonsponsored sport exception at the previous four-year institution, regardless if the previous four-year institution certified the student-athlete's eligibility under the discontinued/nonsponsored sport exception. Publicity/Media Activities
2. Publicity -- Involvement of Coaching Staff Members in Media Activities Related to Prospects. At any time after the receipt of a prospect's signed National Letter of Intent, written offer of admission and/or financial aid, a coach may participate in media activities (for example, interview) devoted exclusively to discussing the prospect(s), provided the institution does not initiate or arrange the media activity. The subcommittee noted that it is not permissible for the coach to make any comment on a prospect who has not signed a National Letter of Intent or a written offer of admission and/or financial aid with the institution. Transfer Exceptions
3. Definition of Practice and Competition -- Transfer Exceptions. The subcommittee reviewed Bylaws 14.5.2, 14.5.4.3.1, 14.5.4.3.2, 14.5.4.3.3, 14.5.5.3.7, 14.5.5.3.8, 14.5.5.3.9, 14.5.5.3.10, 14.5.6.1-(c) and 17.02.1.1 and determined that a student-athlete who participated in countable athletically related activities (as defined in Bylaw 17.02.1.1) would not be eligible to use the appropriate exceptions set forth in Bylaws 14.5.4.3 (exceptions or waivers for transfers from two-year colleges), 14.5.5.3 (exceptions or waivers for transfers from four-year colleges) and 14.5.6.1 (exceptions).
