Telephone Conference -- No. 4 -- February 12, 2003
Acting for the Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:
Eligibility -- Seasons of Competition
1. Competing in Nonchampionship Segment after Satisfying an Academic Year of Residence. A transfer student-athlete who completes an academic year of residence after the fall semester may compete during the nonchampionship segment in those sports referenced in NCAA Bylaw 14.2.3.1.2, provided the student-athlete was in good academic standing at the certifying institution during the fall semester. [Reference: Bylaw 14.2.3.1.2 (exception -- women's volleyball, men's soccer, women's soccer, field hockey).]
Financial Aid -- Counters
2. Returning Two-Year Transfer and Midyear Replacement. The subcommittee confirmed that in Division I-A football, a 4-2-4 transfer student who is returning to his original institution may not use the provisions of the midyear graduate replacement if the student previously has been included in the institution's initial counter limitations. [References: Bylaws 15.02.2.1 (initial counter), 15.5.5.3.5 (midyear replacement) and 15.5.5.3.8 (returning two-year transfer).]
