The Division I Management Council has recommended stricter eligibility reinstatement conditions for prospects who compete on professional teams before their collegiate enrollment.
The Council determined that prospective or enrolled student-athletes who compete on a professional team beyond their first opportunity to enroll in college after their expected high-school graduation should be permanently ineligible for intercollegiate athletics participation. If a prospect's professional participation ends before that time, and if the prospect received no more than actual and necessary expenses, however, eligibility could be restored after a one-for-one sit-out condition is applied.

The Division I Student-Athlete Advisory Committee at its July meeting examined managing time demands placed on student-athletes.
The SAAC heard a report from the Championships/Competition Cabinet's playing and practice seasons subcommittee regarding a deregulation model developed in concert with other academic reform initiatives. The Board of Directors charged the subcommittee in 2000 with deregulating playing and practice seasons and reviewing the time-demands issue.

The Division II Management Council has recommended that the Presidents Council sponsor legislation to increase the number of high-school core courses required for initial eligibility from 13 to 14, to make continuing-eligibility requirements more demanding and to solicit information from the membership about the desirability of requiring midyear academic certification for student-athletes.
The Management Council also agreed to collect more data to help determine if the division should proceed with year-round drug testing in baseball.

Championships, and automatic qualification in particular, dominated the agenda of the recent Division III Management Council meeting.
The Council agreed to ask the Division III Presidents Council to sponsor legislation for the 2003 NCAA Convention to adopt an enhanced version of Model D as outlined in the April 15 membership survey on automatic qualification and other championships issues. The new version of Model D provides for a 1:6.5 access ratio and automatic qualification in team sports.
