The NCAA Executive Committee has approved a $422.2 million operating budget for 2002-03, an increase of more than $75 million over 2001-02. The increase can be attributed primarily to the new bundled-rights agreement with CBS and ESPN.
The Division I distribution will increase by about 35 percent. It includes the new $17 million student-athlete opportunity fund, which will be distributed next summer.

The Division I Board of Directors reaffirmed its support for enhanced initial- and continuing-eligibility standards and agreed during its August 8 meeting to explore incentives and penalties that would be tied to academic progress.
The presidents are most comfortable with the initial-eligibility component of the package, which would increase the number of core courses from 13 to 14 and establish a sliding scale that maintains the 2.000 grade-point average minimum but eliminates the test-score "cut."
Strengthened continuing-eligibility requirements also received Board support. Presidents are behind measures that would require student-athletes to have successfully completed 60 percent of degree and grade-point average requirements by the start of the third year and 80 percent by the beginning of the fourth.
