"The Board of Directors is the final authority in the management structure of Division I intercollegiate athletics. I believe that since intercollegiate athletics should be an integral part of higher education in this country, the ultimate control should rightfully be in the hands of the presidents. The representative form of governance does enhance the role of conferences. If properly used, it can give athletics directors and institutional administrative personnel a much larger voice, because that voice can be heard in a much more meaningful way in conference meetings and discussions than in a one- or two-day convention of 2,000 to 3,000 delegates."
