The Division III Management Council and Presidents Council, both of which met during the NCAA Convention, took a number of significant actions that were not directly related to the legislation debated by the Division III membership at the Convention. Following is a summary of those actions.

The Councils:

Approved a Division III mandated reserve of 20 percent of the revenue allocation for the 2001-02 fiscal year, rather than the mandated reserve of 35 percent approved previously. The Councils also agreed that the Division III reserve balance shall not fall below 15 percent during the 2002-04 and 2004-06 budget cycles.

Agreed the Division III Budget Committee should explore the possibility of determining a specific dollar amount for the minimum Division III reserve level as opposed to a percentage of the annual revenue allocation.

Approved a proposed 2002-03 Division III budget of $13,454,421 in revenue and $14,158,915 in expenses. Also approved a proposed 2003-04 Division III budget of $14,459,078 in revenue and $14,855,019 in expenses.

Approved changes in championships procedure and policies, for the remainder of this academic year only, that would change the minimum approved flight distance for championships travel from 400 to 500 miles and also require participating institutions to fly into a major hub airport within 150 miles of the championship site.

The Councils also charged the NCAA travel agency, Worldtek, and NCAA staff with the flexibility to permit flights into a non-hub airport when those are less expensive.

The Councils also approved the concept of establishing a deadline by which championships hosts must submit final expenses to the Association to permit the timely closing of accounting books.

Agreed to review draft noncontroversial legislation at its April meeting to remove the Division III membership moratorium, effective May 1, 2002.

Approved the charge and timeline of the Division III Financial Aid Audit Task Force, which plans to present legislation to the Division III membership at the 2003 NCAA Convention.
