Following is a compilation of editorial revisions as recommended through the Division II legislative process. The revisions are not substantive in nature and are intended to clarify or simplify existing legislation. The items marked with an asterisk have been approved by the Management Council and Presidents Council in concept, but have not yet been approved in legislative form. Other items have previously been approved in legislative form. The page number in the proposals refers to the 2002-03 NCAA Division II Manual.
Bold type indicates new wording; italicized type indicates wording removed.
*No. 1 Eligibility -- Collegiate Institutions and Nonrecognized College
Intent: To amend the definitions of a collegiate institution and a nonrecognized college to reflect the changes in the United States Department of Education's classification system.
A. Bylaws: Amend 14.02.3, page 104, as follows:
"14.02.3 Collegiate Institution. A collegiate institution (for purposes of NCAA legislation) is an institution of higher education that:
"(a) Is listed as a college and coded with an H in the United States Department of Education's Directory of Postsecondary Institutions accredited at the college level by an agency or association recognized by the Secretary of the Department of Education and legally authorized to offer at least a one-year program of study creditable toward a degree; or
"(b) Conducts an intercollegiate athletics program, even though not listed and/or coded with an H in the Directory of Postsecondary Institutions the institution is not accredited at the college level and authorized to offer at least a one-year program of study creditable toward a degree; or"

B. Bylaws: Amend 14.2.3.2, page 110, as follows:
"14.2.3.2 Nonrecognized College. Enrollment in a postsecondary, noncollegiate institution (e.g., technical school, seminary or business college) in the United States that is not listed as a college and coded with an H in the United States Department of Education's Directory of Postsecondary Institutions accredited at the college level by an agency or association recognized by the Secretary of the Department of Education and legally authorized to offer at least a one-year program of study creditable toward a degree, constitutes enrollment in the application of the 10-semester rule (Bylaw 14.2) only if:
[14.2.3.2-(a) through 14.2.3.2-(b) unchanged.]

*No. 2 Membership -- Conditions and Obligations -- Self-Study Annual Review
Bylaws: Amend 3.6.4.2, page 17, as follows:
"3.6.4.2 Self-Study and Annual Review. During the first year of provisional membership, a provisional member shall complete a comprehensive institutional self-study and evaluation of the member's intercollegiate athletics program (Constitution 6.3.1.1 requires an institution recently granted active membership status to conduct a comprehensive self-study and evaluation of its intercollegiate athletics program no later than the end of the first year of active membership). A provisional member also shall provide, on an annual basis, a written report to be reviewed by the Membership Committee describing the institution's progress in meeting active membership requirements. The annual report shall be postmarked not later than June 15 each year. The annual report shall be completed in accordance with the requirements set forth in the Division II Educational Assessment Program."

*No. 3 Recruiting -- Unofficial Visits -- Complimentary Admissions
A. Bylaws: Amend 13.7.5.2, pages 88-89, as follows:
"13.7.5.2 Complimentary Admissions. During the official visit, a maximum of three complimentary admissions to a campus athletics event in which the institution's intercollegiate team practices or competes may be provided to a prospect. Such complimentary admissions are for the exclusive use of the prospect and those persons accompanying the prospect on the visit and must be issued on an individual-game basis. Providing seating during the conduct of the event (including intermission) for the prospect or the prospect's parents [or legal guardian(s)] or spouse those persons accompanying the prospect in the facility's press box, special seating box(es) or bench area is specifically prohibited. For violations of this bylaw in which the individual receives an excessive number of complimentary admissions, and the value of the excessive admissions is $50 or less, the eligibility of the individual (i.e., prospective or enrolled student-athlete) shall not be affected conditioned on the individual repaying the value of the benefit to a charity of his or her choice. The individual, however, shall remain ineligible from the time the institution has knowledge of the receipt of the impermissible benefit until the individual repays the benefit. Violations of this bylaw remain institutional violations per Constitution 2.8.1, and documentation of the individual's repayment shall be forwarded to the enforcement staff."
B. Bylaws: Amend 13.8.2.1 , page 90 , as follows:
"13.8.2.1 General Restrictions. During an unofficial visit, the institution may not pay any expenses or provide any entertainment except a maximum of three complimentary admissions to a campus athletics event in which the institution's intercollegiate team practices or competes. Such complimentary admissions are for the exclusive use of the prospect and those persons accompanying the prospect on the visit and must be issued on an individual-game basis. Providing seating during the conduct of the event (including intermission) for the prospect or those persons accompanying the prospect in the facility's press box, special seating box(es) or bench area is specifically prohibited."
