Although it is the smallest membership division, Division II was tops in attendance at the 2002 Convention. A total of 678 Division II delegates registered for the event, compared to 630 from Division III and 341 from Division I. Other attendees brought total attendance for the event to 1,689.

In past years, roll-call votes were used for all proposals considered in the Presidents Council grouping. To make the program move faster this year, the Presidents Council identified a number of proposals in its grouping that were not considered through roll-call votes. The process helped speed the voting process to conclusion in a little more than three hours.

In moving Proposal No. 25, Sharon Taylor of Lock Haven University of Pennsylvania said the legislation "would eliminate several pages of the NCAA Manual, which should assure a unanimous vote." The proposal passed, 239-1.

Terms expired for five Management Council members at the adjournment of the Convention. They are Ken Borden, University of Indianapolis; Kaye Crook, Coker College; Earl Edwards, University of California, San Diego; Peggy Green, Fayetteville State University; and Jerry M. Hughes (chair), Central Missouri State University. Mike Marcil, commissioner of the North Central Intercollegiate Athletic Conference, is the new chair of the Division II Management Council.

NCAA President Cedric W. Dempsey met with the Division II Management Council and praised the division for what it has accomplished since the new membership structure was implemented in 1997. In particular, he praised the division's commitment to long-range budgetary planning.

Attendance at a group of Division II education workshops conducted January 13 was good, and those who did attend appeared to value the programs. One concern, however, was that all of the programs were conducted at the same time, meaning delegates could attend only one session. The workshops focused on the following topics: the Strategic Alliance Matching Grant Program, the Division II Conference Grant Program and enhancing the role of the Division II senior woman administrator.
