Pursuant to NCAA Constitution 5.4.1.1.1, the NCAA Division I Management Council has determined that the following proposals are consistent with the intent of the membership in adopting the original legislation and that sufficient documentation and testimonies exist to establish clearly that the original wording of the legislation was inconsistent with that intent. The Management Council, by a two-thirds majority of its members present and voting, shall have the authority to recommend intent-based legislation, subject to ratification by the Division I Board of Directors. Any proposal ratified by the Board shall be effective as of the date identified in the proposal and published in The NCAA News.

*No. 1 Recruiting -- Basketball Event Certification -- Women's Basketball
Intent: In women's basketball, to eliminate the event certification requirement that noninstitutional events shall not employ any Division I coaches.
Bylaws: Amend 30.16, pages 380-381, as follows:
"30.16 Basketball Event Certification -- Women's Basketball. In the sport of women's basketball, in order for a basketball event (for example, camp, league, tournament or festival) to be certified, a certification application form must be submitted each year to the NCAA national office three months prior to the start of the event. An event review form for each event also must be submitted to the NCAA national office not later than three months subsequent to the event sessions. The basketball event certification program is not applicable to noninstitutional organized events that are approved, sponsored or conducted by an applicable state, national or international governing body (for example, intrastate and interstate high-school basketball games, state high-school all-star games, international competitions, U.S. Olympic Festival). The following criteria must be met by each event in order to be certified:

*No. 2 Recruiting -- Basketball Event Certification
Intent: To specify that a certification application form for each certified event involving prospective men's or women's basketball student-athletes must be submitted each year to the NCAA national office not later than 45 days before the start of the event.

"30.16 Summer Basketball Event Certification -- Men's Basketball. In the sport of men's basketball, in order for a summer basketball event (for example, camp, league, tournament or festival) or a summer foreign tour to be certified, a certification application form must be submitted each year to the NCAA national office three months not later than 45 days before the start of the event. An event review form for each event also must be submitted to the national office not later than three months after the event sessions. The basketball event certification program is not applicable to noninstitutional organized events that are approved, sponsored or conducted by an applicable state, national or international governing body (for example, intrastate and interstate high-school basketball games, state high-school all-star games, international competitions, U.S. Olympic Festival). The following criteria must be met by each event in order to be certified:"
