Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:
Awards and Benefits/Apparel
Providing Football Prospects Athletics Apparel for Voluntary Summer Workouts/Conditioning Activities. There is no authority under the current legislation to apply the provisions of NCAA Bylaw 16.12.1.7 to prospective student-athletes, including football prospective student-athletes participating in voluntary summer workouts/conditioning activities. [Reference: NCAA Proposal No. 02-30; Bylaws 13.2.1 (general regulations), 13.2.2 (specific prohibitions) and 16.12.1.7 (summer use of athletics equipment).]

Amateurism/Fee For Lesson
1. Application of NCAA Proposal No. 2000-49. A student-athlete who is teaching lessons on a fee-for-lesson basis to more than one individual at a time must provide instruction to each individual that is comparable to the instruction that would be provided during a private lesson. Further, it is not permissible for a student-athlete to use his or her name, picture or appearance to promote or advertise the availability of fee-for-lesson sessions. [Reference: Proposal No. 2000-49; NCAA Bylaws 12.5.2.1 (advertisements and promotions after enrollment) and 13.13.2.1.1 (self-employment).]
Recruiting/ Basketball
2. Basketball Coaches' Attendance at Team Practices During Summer Evaluation Period. During the summer evaluation period, it is permissible for basketball coaches to attend organized team practices in preparation for a certified event only if such practice time has been designated by the organizer as part of the event. 3. Temporary Certification Period for Recruited Student-Athletes. The subcommittee requested that the Division I Management Council rescind a previously approved official interpretation issued on a temporary basis by the former Council permitting a student-athlete, whose only deficiency is proof of graduation, to practice and receive athletically related financial aid for a four-week period. It noted that the NCAA Initial-Eligibility Clearinghouse has implemented streamlined procedures that have resulted in timely certifications that no longer require a four-week window for completion.
