Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretation:
Recruiting/Contact Period/Waiver
Qualification for a Waiver of a Contact Period. The provisions of NCAA Bylaw 13.1.4.1 do not apply to an institution that has rolling-admissions procedures. Further, such a waiver is not contingent on an institution's participation, or lack thereof, in the National Letter of Intent Program. [References: Bylaw 13.1.4.1 (waiver of contact period).]

Recruiting/Contact Period/Waiver
1. Application of the Hardship Waiver to a Student-Athlete Who Defers Enrollment. The provisions of Proposal No. 01-14-1 do not apply to a student-athlete who is injured during his or her senior year in high school, defers enrollment at a collegiate institution and participates in that sport before collegiate enrollment (for example, while attending preparatory school). [Reference: Proposal No. 01-14-1 (eligibility of a hardship waiver).]
Recruiting/Dead Period/Tryout Exception
2. Institutional and Coaching Staff Involvement During a Dead Period. It is not permissible for an institution's coaching staff members and/or individuals with sport-specific responsibilities to be involved in any manner in the conduct or administration of a campus event involving prospects (as permitted under NCAA tryout exceptions) during a dead period.
