The deadline for delegates to preregister for the 2002 NCAA Convention at a discounted rate is November 30.
Delegates who register by November 30 through NCAA Online (www.ncaa.org) are charged a discounted fee of $100 ($200 for commercial entities). After that, the fee increases to $175 ($275 for commercial entities).
Delegates may register by clicking on the Convention logo on NCAA Online's front page.

The NCAA Executive Committee has recommended lifting a two-year-old membership moratorium after reviewing a study of membership issues that indicated the Association was prepared to address potential growth.

The Division I Board of Directors has modified the five/eight initial-counter rule in men's basketball.
The Board, which met November 1, supported a Division I Management Council compromise to effectively delay implementation of the rule by providing some short-term relief and then providing a "bonus" counter, tied to academic progress, after 2003 to institutions that experience unusually heavy attrition.

The Division II Presidents Council is considering possible new initiatives for the 2002-03 fiscal year and beyond.
The presidents, who met November 1, noted that almost $5 million will be available for new initiatives beginning in the 2002-03 fiscal year. That figure should rise to $7.2 million by 2006-07 as revenue grows.

An important budgetary issue was among the key topics that were discussed at the November 1 meeting of the Division III Presidents Council.
The Council sent several recommendations to the Division III Budget Committee, including a request that the committee address a 2000-01 budget deficit and make necessary adjustments to the current 2001-02 budget to control potential shortfalls, particularly in championships travel.

Applications for the Walter Byers Postgraduate Scholarship have been mailed to the faculty athletics representative (FAR) of each NCAA member institution. Completed applications must be mailed to the NCAA national office and postmarked by January 18, 2002.
The Walter Byers Postgraduate Scholarship Committee is encouraging FARs of NCAA member institutions to nominate the best and brightest qualified student-athletes on their campuses. Other athletics department or member institution personnel wishing to nominate a qualified student-athlete must coordinate the nomination of that student-athlete with the FAR or chief academics officer for their institution.
Institutions in need of additional applications should contact Corey Bray at the national office. Further information on the Walter Byers Postgraduate Scholarship Program may be found in each application and on the NCAA's Web site (www.ncaa.org) in the scholarships and internships section.
