Following are interpretations that were approved by the Division II Management Council at its October 22, 2001, meeting in Indianapolis:

Conference Sports-Sponsorship Requirements

1. Definition of Regular-Season Competition. The Management Council reviewed 2002 Convention Proposal No. 2-1 (as it appears in the Second Publication of Proposed Legislation) and determined that in order for a team sport to be counted toward the minimum requirements, the conference must schedule and conduct some type of regular-season competition among all conference member institutions that sponsor the given sport. For purposes of this bylaw, a conference conducting a single-day competition in a sport to meet the regular-season definition must include every conference member that participates in that sport. 2. Division I Sports Sponsored by Member Institutions. The Management Council reviewed 2002 Convention Proposal No. 2-1 (as it appears in the Second Publication of Proposed Legislation) and determined that if a conference member institution sponsors a sport at the Division I level, that institution may not be counted as one of the six institutions that must compete in that sport in order for the conference to count the sport toward minimum sports-sponsorship requirements for the conference. 3. Division I Sports Sponsored by Member Institutions When There is No Division II Championship. The Management Council reviewed 2002 Convention Proposal No. 2-1 (as it appears in the Second Publication of Proposed Legislation) and determined that a conference may count a sport for minimum sports-sponsorship requirements if the conference has at least six institutions that classify their programs in Division I in a sport in which there is no Division II championship and the institutions compete to be selected for either a Division I or National Collegiate Championship. 4. Member Institutions with Dual Affiliation with the NAIA. The Management Council reviewed 2002 Convention Proposal No. 2-1 (as it appears in the Second Publication of Proposed Legislation) and determined that a conference may not count a sport for minimum sports-sponsorship requirements if the conference has at least six institutions that compete in the sport but one or more of these institutions holds dual membership (for example, NCAA and NAIA) and opts to compete in the championship sponsored by the non-NCAA organization in that sport. A conference must have a minimum of six members that compete in the sport and participate in the process to determine the conference champion and opt to participate in the NCAA championship. Season of Competition

5. Expected Date of High-School Graduation. An individual's normal high-school graduation date is determined based on the last class of which the individual was a member while enrolled in high school. That is, if an individual is required to repeat an entire year of high-school attendance, he or she becomes a member of that class and the expected date of graduation for the individual is the expected date of that class.
