Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Recruiting/Contacts/Practice at Competition Sites

1. Verbal Contact at Site of Prospect's Competition-Related Activity. The subcommittee reviewed issues related to recruiting contact at a practice or competition site and determined the following:

(a) It is not permissible for an institution's coaching staff member to contact a prospect by telephone while the prospect is participating in a competition-related activity; and

(b) It is not permissible for an institution's coach to verbally relay information to a prospect through the prospect's coach while the prospect is participating in a competition-related activity. [References: NCAA Bylaws 13.02.3 (contact) and 13.1.7.2 (practice at competition site).]

Recruiting/Camps and Clinics

2. Institutional Staff Member Employed At Camp/Clinic-Recruiting Activities. An institutional staff member employed at any camp or clinic (for example, counselor, director) is prohibited from recruiting any prospect during the time period which the camp or clinic is conducted (that is, from the time the prospect reports to the camp or clinic until the end of all camp activities). The prohibition against recruiting includes extending verbal or written offers of financial aid to any prospect during his or her attendance at the camp or clinic. Eligibility/Hardship Waiver

3. Application of NCAA Proposal No. 2000-76 (Eligibility/Hardship Waiver). A student-athlete's eligibility for a medical hardship waiver must be based on the number of scheduled contests or dates of competition as set before the first contest date of the designated official NCAA championship playing season in the applicable sport.
