Initiatives Task Force issues primary on Council agendas

The work of the Division III Initiatives Task Force figures to be on the agendas for both the Division III Management Council and the Division III Presidents Council when those groups meet this fall.

Both Councils are set to review the task force's final draft of proposed programs for 2001-02 and 2002-03 -- the final two years of the three-year package of initiatives.

The Management Council, which meets October 25-26 in Indianapolis, and the Presidents Council, which meets November 1 in Indianapolis, will review feedback received from the membership regarding the task force's work, as well as final drafts of the proposed initiatives themselves. (A mailing detailing the specifics of the proposed initiatives was sent to the membership from the Councils and the task force in early October.)

The Management Council also will hear a report from the Division III Financial Aid and Awards Committee, which is expected to present the Council with a proposed compliance and enforcement program for revised financial aid legislation in the division. At the August meeting, the Management Council asked the committee to conduct some research and come back to the Council with suggestions for implementing such a program to enforce 2001 Convention Proposal No. 2-49.

The Financial Aid and Awards Committee polled Division III conferences to find out more about how those conferences with financial aid compliance programs operate them. The committee is expected to share that feedback with the Management Council.

In other action, the Councils are expected to review a report from the Division III Amateurism Task Force, which is reviewing amateurism issues as they pertain to Division III. The task force is conducting a discussion session on amateurism issues at the 2001 NCAA Convention, and plans to have legislation proposed by the 2002 NCAA Convention. At this point, however, both Councils are simply reviewing the progress of the task force and discussing what the task force intends to focus on at the 2001 Convention.

The Councils also will review proposed legislation for the 2001 Convention, including any amendments-to-amendments or any modifications that sponsors may have made to their own proposals. The Councils also will review any noncontroversial legislation.

In other action, the Councils will:

Consider a waiver provision that would permit more flexibility in the appointment of student-athlete representatives on the Division III Management Council.

Receive an update on NCAA marketing, licensing and promotions and the new CBS broadcast agreement.

Hear reports from all Division III committees and Association-wide committees.
