Educational component for provisionals studied

The Division III Membership Committee reviewed educational programming for both active members and provisional members at its January 27-28 meeting and also supported the concept of a Division III moratorium on new members if other divisions within the Association elect to enact a similar moratorium.

The committee recommended that the Division III Management Council endorse changes to the provisional member education program, including the establishment of a requirement that Division III provisional members' chief executive officers attend the NCAA Convention during each year of the provisional process.

The committee also recommended that the NCAA conduct educational programs at the Convention for the chief executive officers, much as it does for the athletics administrators of Division III provisional members.

In other action, the committee recommended that the Management Council sponsor legislation to clarify the definition of a completed annual report, which provisional members are required to submit to the NCAA. The recommendation included the use of a checklist so provisional members would be absolutely clear on what materials were required.

In its efforts to better educate active members, the committee recommended conducting regional educational seminars for Division III (much like those that currently exist in Divisions I and II) by 2001-02.

The committee also recommended that a structured program be established for NCAA staff to provide educational opportunities during Division III conference meetings. The committee noted that one such opportunity had been conducted this past year at an Eastern College Athletic Conference meeting, and the event was a success.

The committee also requested that the Management Council allocate funds for next year to conduct an educational video conference as was done this year. This year's program, "Division III Issues," was the first Division III video conference.

The Membership Committee recommended that next year's video conference focus on student-athlete welfare, with an overview of NCAA services related to student-athlete welfare and the inclusion of a discussion on hazing and sportsmanship.

In another action, the committee endorsed a moratorium on new members of Division III if other divisions of the Association take action to enact a moratorium. The committee expressed concern that Division III could not provide adequate services or funding to support a significant increase in membership. The committee also expressed concern that it would not be in the best interest of the division to be the only NCAA division without such a moratorium if the other divisions enacted one.

In other actions, the committee:

* Recommended that the Division III Management Council explore the possibility of a Division III site on the NCAA Web site.

* Recommended to the Management Council that harassment, amateurism and nutrition and eating disorders be considered as potential 2001 NCAA Convention topics.

* Recommended that greater emphasis be placed on enforcement procedures related to financial aid, with a corresponding examination of current financial aid practices within Division III.
