Following is a combined report of the October 25-26 Division I Management Council and the November 1 Division I Board of Directors meetings at the NCAA national office in Indianapolis. The report is separated into two sections, the first of which includes action taken on items considered only by the Board of Directors and the second of which includes actions taken on items considered by both the Board of Directors and the Management Council. Highlights of the Management Council meeting were reported in the November 6 issue of The NCAA News; highlights of the Board of Directors meeting were reported in the November 20 issue.
Section One
Actions taken on items considered only by the Board of Directors.
1. Division I Board of Directors and Management Council Appointments.
BOARD ACTIONS:
a. Management Council Appointments. Reviewed a list of conference selections to the Management Council, effective after the January 2001 meeting, noted that at least one additional woman and two additional ethnic minorities need to be selected to meet the legislated minimum requirements for diversity and took the following actions (unanimous voice vote):
(1) Did not approve the recommended appointments and directed the staff to advise the conferences to coordinate the Management Council selections from each subdivision and to submit by December 1, 2000, a slate that meets the minimum diversity requirements.
(2) Noted that if the conferences are unable to submit a slate that satisfies the minimum requirements by December 1, 2000, the Board would follow the procedures outlined in Constitution 4.5.3.1.1-(c), request each conference making a selection to the Management Council to identify four qualified candidates, including at least one woman and one ethnic minority, and select Management Council members at the January 2001 Board meeting.
b. Board of Directors Appointments. Accepted the following appointments to the Board as selected by the conferences, effective after the January 2001 Board meeting: Robert Hemenway, University of Kansas, Big 12 Conference (reappointment); William E. Kirwan, Ohio State University, Big Ten Conference; John M. Palms, University of South Carolina, Columbia, Southeastern Conference; Randall J. Webb, Northwestern State University, Southland Conference; and Donald Beggs, Wichita State University, Missouri Valley Conference.
2. Division I Deregulation Update.
FYI: Received information and a timeline regarding efforts to deregulate Bylaws 11-17.
3. Report on Membership Response to Legislation Acted Upon by the Board at its April Meeting.
FYI: Received a report that no overrides were submitted.
4. Update from the Chair of the Board.
BOARD ACTION: Elected William (Brit) Kirwan, Ohio State University, as the next chair of the Board of Directors, effective after the January 2001 Board meeting. (Unanimous voice vote.)
5. Knight Commission Update.
BOARD ACTION: Received a status report regarding the meetings of the Knight Commission and the issues discussed to date and requested that the Board receive a status report immediately after the late November Knight Commission meeting.
Section Two
Actions taken on items considered by both the Board of Directors and the Management Council.
1. Opening Remarks.
2. Minutes of the Management Council Administrative Committee Telephone Conferences.
COUNCIL ACTION: Approved the minutes as distributed, including the following items (unanimous voice vote):
* Approval of an appeal from Indiana University-Purdue University, Fort Wayne, for an exception to the membership moratorium.
* Extension of the term of Greg Sankey as chair of the Membership Subcommittee for the period of time necessary to assure continuity, even though his term on the Management Council expires after the January 2001 meeting.
3. Meeting Minutes.
COUNCIL ACTION: Approved as distributed the minutes of the July 24-25, 2000, Division I Management Council meeting.
BOARD ACTION: Approved as distributed the minutes of the August 10, 2000, Board of Directors meeting. (Unanimous voice vote.)
4. Report of the Executive Committee's August 11 Meeting.
FYI: No action taken by the Management Council or Board of Directors.
5. Litigation Update.
COUNCIL ACTIONS:
a. Update Regarding Pending Litigation. Each group received a report from Elsa Kircher Cole, NCAA general counsel, regarding current litigation involving the Association.
b. Waiver of Legislation to Eliminate Preseason Football Games. Agreed to recommend that the Board of Directors approve a waiver for the Black Coaches Association (BCA) Football Classic to continue as an exempted preseason contest for 2003 and 2004 based on the BCA's television contract for the game, which existed when the legislation was adopted in January 1999 and continues through the 2004 contest. (Unanimous voice vote.)
(The Council did not act on a similar request for 2002 regarding the Hispanic College Fund Football Classic, which was first conducted in 2000, because there was no information that a contract existed for this game when the legislation was adopted in January 1999.)
BOARD ACTION: Approved the waiver for the BCA Football Classic as recommended by the Management Council. (Unanimous voice vote.)
c. Request to Waive the One-in-Four-Year Limitation for Preseason Football Games. Denied a request from the BCA to waive the one-in-four-year limitation for preseason football games because the contract for the BCA Football Classic did not exist in 1996 when the one-in-four-year limitation was adopted as legislation. (For 16.5, against 16.5, abstain 18.) [See Vote No. 1.]
6. Federal Relations Report.
FYI: Each group received a report on key congressional and governmental activities of interest to the NCAA and took no action.
7. NCAA President's Report.
FYI: Received a report of key issues, including the meetings of the Knight Commission and concepts for emphasizing the role of education in intercollegiate athletics.
8. Cabinet Reports.
a. Report of September 12-14 Championships/Competition Cabinet Meeting.
(The Management Council's actions on the legislative proposals that were included in the cabinet report are set forth in sections 10, 11 and 12 below and are organized by proposal number within each section.)
COUNCIL ACTIONS: Received a report of the September 12-14 Championships/Competition Cabinet meeting and took the following actions:
(1) Athletic Trainer Issues. Reviewed and agreed to circulate to the membership for reaction a report regarding athletic trainer education reform and its potential impact on health care coverage at NCAA institutions. (Unanimous voice vote.)
(At its November 2 meeting, the Executive Committee reviewed the report, which it requested the Committee on Competitive Safeguards and Medical Aspects of Sport to develop, and voted to send the document to member institutions and post it on the NCAA's Web site.)
(2) Reallocation of Funds. Requested that the Division I Budget Subcommittee recommend to the Board that the cabinet be permitted to use funds realized through reallocation or cost-saving initiatives for other aspects of the championships program. (Unanimous voice vote.)
(3) Study of College Football.
(a) Reviewed a recommendation from the cabinet that all issues related to college football be studied by the appropriate governance entities. Specifically, the cabinet recommended that study should be initiated to address issues related to the Division I subdivision classification, presidential influence, the impact of Title IX, pressures affecting football budgets, the NCAA Division I-AA playoff system, principles for representation in the Division I governance structure and general concern about the long-term viability of intercollegiate football programs on all levels. The cabinet further recommended that a Division I-A football playoff not be explored at this time.
(b) Substituted the recommendation of the cabinet with a recommendation that specified football related issues be studied by the following NCAA governance entities (for 41, against 1, abstain 9) [See Vote No. 2.]:
i. Football Issues Committee: (1) Pressures affecting football budgets and expenses, and (2) the NCAA Division I-AA playoff system;
ii. Management Council Membership and Governance Subcommittees: Division I subdivision classification structure, including the competitive and governance impact of any proposed change.
Neither the Football Issues Committee nor the Membership and Governance Subcommittees shall extend its study to any consideration of a Division I-A football playoff. The bowl certification process and a bowl moratorium are presently under consideration by the Football Certification Subcommittee and will continue to be explored within the existing governance structure.
It is envisioned that the Football Issues Committee, the Football Certification Subcommittee and the Management Council subcommittees should collaborate and communicate as necessary to refine and coordinate the final recommendations of each group. The recommendations of the Football Issues Committee and the subcommittees should be forwarded in a timely manner in accordance with NCAA governance requirements and the normal legislative process.
(c) Approved the substitute recommendation. (Unanimous voice vote.)
BOARD ACTIONS:
(a) Received the recommendation from the Management Council as detailed above.
(b) Discussed with the NCAA President his view that it is essential to have presidents provide oversight and coordination of the study of fundamental football issues that could significantly impact Division I and the importance of preserving the long-term health of college football.
(c) Tabled the Management Council recommendation. (Unanimous voice vote.)
(d) Agreed that there will be a study of football issues, that presidents will be significantly involved in the study, and that there is time, as some wished, to review what will be studied and how the study will be conducted; and voted that (unanimous voice vote):
* There will be a study of football issues.
* The protocol will be developed between now and the Board's January meeting.
* A small working committee will establish the protocol (chairs of the Board, Executive Committee and Management Council and the NCAA president).
* The committee to oversee the study, when it is appointed, will be determined by the chair of the Board and will be composed principally of presidents. Conferences, Board members, the Management Council and others will be consulted on the protocol.
* In January, the protocol will be approved and the committee appointed.
(4) Women's Rowing Legislative Proposals. Requested that, at its February 2001 meeting, the cabinet take action on Proposal Nos. 2000-79 (Contest Limitations), 2000-80 (Playing and Practice Seasons) and 2000-88 (Conditioning Activities), even if the cabinet has not received input from the Women's Rowing Committee, to ensure Management Council consideration in April 2001. (Unanimous voice vote.)
(5) Proposal No. 2000-84 -- Playing and Practice Season -- Contest Exemptions -- Men's Basketball. Noted that the cabinet had tabled the proposal and agreed that the Management Council would consider the proposal in conjunction with the review of other proposals. (See Item No. 12-a-(8) below.)
(6) Proposal No. 2000-82 -- Preseason Practice and First Contest Date -- Men's and Women's Ice Hockey. Noted that the cabinet tabled the proposal and agreed that the Academics/Eligibility/Compliance Cabinet should also review the proposal. (Unanimous voice vote.)
(7) Automatic Qualification. Requested that the cabinet review the application of the conference competition requirement in sports other than basketball under the "old" automatic qualification criteria, which "grandparented" conferences may use until September 2003, to ensure consistent application and to evaluate whether it is appropriate for a conference to satisfy the first year of the two-year conference competition requirement when only two schools conduct conference competition.
Requested that the cabinet submit a report for the April 2001 Management Council meeting, including any recommended legislative changes. (Unanimous voice vote.)
b. Academics/Eligibility/Compliance Cabinet.
(The Management Council's actions on the legislative proposals that were included in the cabinet report are set forth in sections 10 and 11 below and are organized by proposal number within each section.)
(1) Report of September 5-7 Meeting.
COUNCIL ACTION: Received the report of the September 5-7 Academics/Eligibility Compliance Cabinet and took the following action:
* Cabinet Vice-Chair. Referred to the Governance Subcommittee a recommendation to approve in concept a policy that allows the cabinet to select a vice-chair, one year before the expiration of the term of the chair, who would become the next chair of the cabinet. (Unanimous voice vote.)
(2) Minutes of Subcommittee on Legislative Review/Interpretations.
COUNCIL ACTIONS:
(a) Overturned an interpretation, which had specified that any use of an ergometer during required conditioning activities that may occur during the academic year outside the playing and practice season must be counted as part of the two hours of permissible skill-instruction activities.
The Management Council determined that an ergometer (that is, a rowing machine) is not considered equipment related to the sport of rowing. Therefore, in the sport of rowing, any use of an ergometer during required conditioning activities that may occur during the academic year outside the playing and practice season is not limited to the two hours of permissible skill-instruction activities. (b) Approved the minutes, except as noted in Item No. 2-(a) above. (Unanimous voice vote.)
(3) Amateurism Deregulation.
COUNCIL ACTIONS:
(a) Received a summary of pre-enrollment and postenrollment proposals and noted that action would be taken in conjunction with the review of all legislative proposals. (See Item No. 11 below, Proposal Nos. 99-106 through 99-111, 2000-47 through 2000-49, 2000-97, and 2000-102 through 2000-104.)
(b) Received a report regarding information submitted by the national and state high-school associations concerning the amateurism proposals; and noted that there will be continued communication and efforts to address the concerns raised.
9. Second Review of Legislative Proposals Initially Approved by the Management Council During its April 10-11, 2000, Meeting.
a. Proposal No. 99-58 -- Eligibility for Division I Championships -- Sports other than Division I-AA Football. Intent: In sports other than Division I-AA football, to require institutions to meet the minimum scheduling requirements for a period of two years to be eligible to enter a team or an individual in an NCAA championship. COUNCIL ACTION: Defeated the proposal. (For 18.5, against 32.5.) [See Vote No. 4.]
b. Proposal No. 99-58-1 -- Eligibility for Division I Championship -- Division I-AA Football. Intent: In Division I-AA football, to require an institution to meet the minimum scheduling requirements for a period of two years to be eligible to enter a team or an individual in the NCAA Division I-AA Football championship. COUNCIL ACTION: Gave final approval and forwarded the proposal to the Board for adoption. (Division I-AA: For 9, against 1, not present 3.) [See Item No. 15-a below.]
BOARD ACTION: Adopted the proposal. Effective date: August 1, 2001. (Division I-AA only -- unanimous voice vote.)
c. Proposal No. 99-65 -- Permissible Expenses -- Institutional Awards Banquet. Intent: To permit an institution to provide complimentary admissions to an institutional awards banquet for the spouse and children of any student-athlete being honored at the banquet. COUNCIL ACTION: Gave final approval and forwarded the proposal to the Board for adoption. (For 47.5, against 2.5, abstain 1.) [See Vote No. 5.]
Student-Athlete Advisory Committee Position: Supported the proposal.
BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)
d. Proposal No. 2000-04 -- Amateurism -- Educational Expenses. Intent: To permit an individual to receive educational expenses from a sports governing organization of a foreign country that is the equivalent of the U.S. Olympic Committee or U.S. national governing body. COUNCIL ACTION: Gave final approval and forwarded the proposal to the Board for adoption. (For 49, against 1, abstain 1.) [See Vote No. 6.]
Student-Athlete Advisory Committee Position: Supported the proposal, noting that it would treat student-athletes the same as other Olympic participants.
BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)
e. Proposal No. 2000-05 -- Amateurism -- Olympic Games. Intent: To permit student-athletes who are members of the Olympic team to accept all nonmonetary prizes and benefits associated with participation in the Olympic Games, regardless of whether the student is enrolled at the time of participation. f. Proposal No. 2000-06 -- Eligibility -- Restitution for Receipt of Improper Benefit. Intent: To increase from $25 to $100 or less (with the exception of $25 to $50 or less for improper benefits received pursuant to Bylaw 16.12.2) the dollar limit for which an institution does not have to declare an individual (that is, prospective or enrolled student-athlete) ineligible and seek reinstatement when the individual receives an improper benefit, provided the individual repays the value of the improper benefit. g. Proposal No. 2000-07 -- Eligibility -- One-Time Transfer Exception -- Division I-AA Football. Intent: To permit a student-athlete to use the one-time transfer exception when the student-athlete transfers from a Division I-AA institution that offers athletically related financial aid in the sport of football to a Division I-AA institution that does not offer athletically related financial aid in the sport of football. Student-Athlete Advisory Committee Position: Opposed the proposal, noting that the committee plans to conduct a comprehensive review of transfer legislation and that there is no clear competitive distinction between nonscholarship and scholarship football programs.
BOARD ACTION: Adopted the proposal. Effective date: August 1, 2001. (Division I-AA -- Unanimous voice vote.)
h. Proposal No. 2000-09 -- Awards -- Olympic Games. Intent: To permit a student-athlete to receive nonmonetary awards associated with participation in the Olympic Games at any time, regardless of whether the student is enrolled as a regular student at the time of the Olympic Games. i. Proposal No. 2000-10 -- Permissible Benefits -- Olympic Games. Intent: To permit family members of student-athletes participating in the Olympic Games to receive nonmonetary benefits provided to all family members of Olympians. j. Proposal No. 2000-15 -- Playing and Practice Seasons -- Weekly Hour Limitations -- Division I-A and I-AA Football. Intent: In Division I-A and I-AA football, to permit student-athletes to view a maximum of two hours of game film per week as part of the permissible eight hours of required weight-training and conditioning activities that may occur during the academic year outside of the playing season. COUNCIL ACTION: Gave final approval and forwarded the proposal to the Board for adoption. (Division I-A and I-AA, divided vote: Unanimous voice vote.) [See Item No. 15-c.]
Student-Athlete Advisory Committee Position: Supported the proposal, noting that it does not increase the number of out-of-season athletically related hours, that it is another option to on-the-field conditioning and that it is an acceptable alternative to skill instruction, which the committee continues to oppose for football.
BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Division I-A and I-AA -- Unanimous voice vote.)
k. Proposal No. 2000-16 -- Association-wide Committees -- Minority Opportunities and Interests Committee. Intent: To provide representation on the Minority Opportunities and Interests Committee from each of the NCAA Divisions I, II and III Management Councils. COUNCIL ACTION: Tabled the proposal. (Unanimous voice vote.)
l. Proposal No. 2000-18 -- Association-wide Committees -- National Youth Sports Program Committee. Intent: To expand the National Youth Sports Program Committee from five to nine members, as specified. [Source: NCAA Division I Management Council (National Youth Sports Program Committee).]
FYI: Proposal rendered moot due to adoption of Proposal No. 2000-46 in August.
m. Proposal No. 2000-19 -- Amateurism -- Commemorative Items. Intent: To permit student-athletes to receive commemorative items incidental to participation in the Olympic Games, World University Games, Pan American Games, World Championships and World Cup events. n. Proposal No. 2000-23 -- Committees -- Men's and Women's Skiing Committee. Intent: To specify that the composition of the Men's and Women's Skiing Committee shall include two coaches who represent Alpine skiing and two coaches who represent Nordic skiing; further, to specify that the secretary-rules editor may be counted toward meeting this requirement. o. Proposal No. 2000-24 -- Committees -- Men's and Women's Skiing Committee. Intent: To exempt the Men's and Women's Skiing Committee from the requirement that at least 25 percent of the positions be filled by noncoaching staff members. p. Proposal No. 2000-25 -- Committees -- Women's Volleyball Rules Committee. Intent: To establish an NCAA Women's Volleyball Rules Committee comprising nine members, including the secretary-rules editor. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

q. Proposal No. 2000-26 -- Championships --Minimum Sports Sponsorship Requirements -- Emerging Sports Waiver. Intent: To permit the respective divisional Management Councils to waive the minimum sports sponsorship requirements necessary to establish a National Collegiate Championship in an emerging sport for women. r. Proposal No. 2000-27 -- Committees -- Division I Men's and Women's Tennis Committee. Intent: To expand the Division I Men's and Women's Tennis Committee from 12 to 14 members. COUNCIL ACTION: Gave final approval and forwarded the proposal to the Board for adoption. (For 38, against 13.) [See Vote No. 11.]
BOARD ACTION: Adopted the proposal, with an immediate effective date using its authority to adopt the proposal as emergency legislation. (Unanimous voice vote.)
s. Proposal No. 2000-29-1 -- Recruiting -- Tryout Exceptions -- USA Basketball. Intent: To eliminate the specified two-year term limitation regarding the involvement of the coaching staff members in noncoaching activities for United States junior national teams. COUNCIL ACTION: Amended Proposal No. 2000-29 as specified. (For 42, against 9.) [See Vote No. 12.]
t. Proposal No. 2000-29, as amended by Proposal No. 2000-29-1 (COUNCIL2) -- Recruiting -- Tryout Exceptions -- USA Basketball. Intent: To permit a coaching staff member who serves on an official committee of USA Basketball to be involved in noncoaching activities (for example, participant selection, on-site evaluation) for United States junior national teams. COUNCIL ACTION: Gave initial approval to the proposal as amended and forwarded the proposal to the membership for comment. (For 47, against 4.) [See Vote No. 13.]
Student-Athlete Advisory Committee Position: Opposed to the proposal, noting that it appears to provide distinct recruiting advantages for coaches involved in these activities.
u. Proposal No. 2000-33 -- Division I Management Council -- Administrative Review Subcommittee. Intent: To clarify that the NCAA Division I Administrative Review Subcommittee may only hear an appeal when another committee, subcommittee or conference does not have jurisdiction to address the matter. COUNCIL ACTION: Clarification of Automatic Qualification. Recommended that the Board ratify intent-based legislation to clarify the application of the automatic qualification criteria through the following additions (bold text) and deletions (italicized text): (Unanimous voice vote.)
(1) Bylaw 31.3.4.2 -- Additional Requirements, Sports Other Than Men's Basketball. To be considered eligible for automatic qualification, a member conference (including a single-sport conference) must include six core institutions that satisfy continuity of membership. For the purposes of this legislation, core refers to an institution that has been an active member of Division I the eight preceding years. Further, the continuity-of-membership requirement shall be met only if a minimum of six core institutions have conducted conference competition together in Division I the preceding two years. There shall be no exceptions to the two-year waiting period. Further, when any new member added to a conference that is satisfying the continuity of membership requirements that new member shall not represent the conference as the automatic qualifier until it has been a Division I member for at least two preceding academic years.
(2) Bylaw 31.3.4.3 Additional Requirements, Men's Basketball. The member conference must include seven core institutions that satisfy continuity of membership to be considered for automatic qualification in men's basketball. For the purposes of this legislation, core refers to an institution that has been an active member of Division I the eight preceding years. Further, the continuity-of-membership requirement shall be met only if a minimum of six core institutions have conducted conference competition together in Division I the preceding five years in men's basketball. There shall be no exception to the five-year waiting period. Further, any new member added to a conference that is satisfying the continuity of membership requirements shall not represent the conference as the automatic qualifier until the institution satisfies the requirement for a core member (i.e., active member of Division I for eight years).

a. Financial Aid Committee.
COUNCIL ACTIONS:
(1) Exceptions to the Financial Aid Requirements. Approved exceptions to the Division I financial aid requirements, under Bylaw 20.9.1.2-(d), for the 30 institutions that were more than one standard deviation above the mean for the 1998-99 average-per-student allotment of Pell Grant dollars for undergraduate students. (2) Role of the Committee Regarding Division I Membership Requirements. Agreed the Management Council would seek input from the Financial Aid Committee when issues related to the responsibilities of the committee arise.
(3) Special Assistance Fund. COUNCIL ACTIONS:
(1) Five-Year Budget Plan. Received the five-year budget plan presented by the two committees to the Executive Committee Subcommittee on Gender and Diversity Issues.
(2) Chair of the Committee on Women's Athletics. Recommended that the Executive Committee appoint Marilyn McNeil as the next chair of the Committee on Women's Athletics, effective September 1, 2001, and approved a term extension of one year to allow her to serve as chair for two years. (3) Woman of the Year Award. Received information regarding concerns about the lack of diversity among the NCAA Woman of the Year honorees.
(4) NACWAA Resolution. Received a report of a resolution taken by the National Association of Collegiate Women Athletic Administrators (NACWAA), which stated "that the NACWAA membership endorses and strongly recommends to the NCAA President that a female vice-president be designated as soon as possible to serve as the NCAA national office senior woman administrator and to be involved in key decision-making processes as a preliminary step. In addition, the NACWAA membership strongly recommends that the appointment of a female senior vice-president take place in the near future."
13. Report of Management Council Subcommittees.
a. Ad Hoc Subcommittee to Review Proposal No. 99-121-1-A.
COUNCIL ACTIONS:
(1) Noted that the Board had referred to the Management Council the proposal, which would establish an incentive-based financial aid model by requiring a loss of one scholarship for institutions with less than a 50 percent graduation rate.
(2) Reviewed a recommendation by the subcommittee to exclude from the four-year graduation rate student-athletes who transfer to another Division I institution or who pursue a professional career, provided they had met NCAA satisfactory progress requirements as specified.

Intent: To eliminate legislative references that relate to compensation that may be provided by an institution to a volunteer coach related to legitimate noncoaching employment opportunities, while maintaining the current regulation that precludes an institutions athletics department (or any organization funded in whole or in part by the athletics department or that is involved primarily in the promotion of the institution's athletics program from providing any form of compensation (including benefits) to a volunteer coach for involvement in coaching activities. 14. Report of the October 24 Division I-AA Football Governance Committee Meeting.
a. Proposal No. 99-58-1 -- Eligibility for Division I Championships (I-AA Football Only). Gave final approval and forwarded a proposal to the Board of Directors, which would require an institution to meet the minimum scheduling requirements for a period of two years to be eligible to enter a team or an individual in the NCAA Division I-AA Football championship. (For 9, against 1.)
b. Proposal No. 2000-07 -- Eligibility -- One-time Transfer Exception -- Division I-AA Football. Gave final approval and forwarded a proposal to the Board of Directors, which would permit a student-athlete to use the one-time transfer exception when the student-athlete transfers from a Division I-AA institution that offers athletically related financial aid in the sport of football to a Division I-AA institution that does not offer athletically related financial aid in the sport of football. (For 9, against 1.)
c. Proposal No. 2000-15 -- Playing and Practice Seasons -- Weekly Hour Limitations -- Division I-AA Football. Gave final approval and forwarded a proposal to the Board of Directors, which would permit Division I-AA football student-athletes to view a maximum of two hours of game film per week as part of the permissible eight hours of required weight-training and conditioning activities that may occur during the academic year outside of the playing season. (Unanimous voice vote.)
d. Proposal No. 2000-95 -- Financial Aid -- Midyear Replacement -- Division I-AA Football. Gave initial approval to the proposal, which would permit a counter who graduates at midyear or who graduated during the previous academic year (or following summer) to be replaced with an initial counter. (Unanimous voice vote.)
e. Proposal No. 2000-126 -- Football Television Plans. Agreed to support a proposal that would eliminate all regulations related to the telecasting, cablecasting or televising of intercollegiate football games of member institutions. (For 9, abstain 1.)
f. Championships Eligibility -- Reclassification from Division I-AA to Division I-A (Proposal No. 2000-113). Gave initial approval to the proposal, which would specify that an institution that has forwarded to the national office written notice of its intention to change its football membership classification from Division I-AA to Division I-A no longer shall be eligible to participate in the Division I-AA Football Championship. (Unanimous voice vote.)
g. Membership Standards. Reviewed Division I membership requirements; agreed to discuss this issue in January; agreed that committee members should develop suggested standards for review at the meeting; and requested NCAA staff to provide a detailed report of scholarships and the number of sports sponsored for all current Division I members.
h. Chair of Division I-AA Football Governance Subcommittee. Noted that Greg Sankey's term on the Management Council expires following the January 2001 meeting and elected Dan Beebe as the next chair of the Division I-AA Football Governance Committee.
i. Division I-AA Meeting in April. Noted that the scheduled April 7 Division I-AA Football Governance Committee meeting would conflict with Passover and Palm Sunday and agreed to meet Monday night, April 8, and to vote on legislation by conference call before the meeting.
15. Basketball Issues Committee.
a. Composition of the Committee.
COUNCIL ACTIONS:
(1) Interpretation regarding subdivisional representation on committees under Constitution 4.8.1. Affirmed that the subdivision representation requirements of Constitution 4.8.1 apply to all Division I committees (except those groups specified as exempt in Constitution 4.8.1.1), that votes by the Board of Directors to consider waiving those requirements be noted in advance on the Board's agenda, and that these views be considered as binding interpretations of Constitution 4.8.1. (For 45, against 4, abstain 1, not present 1.) [See Vote No. 60.]
(2) Subdivisional Representation. Recommended that the Board of Directors modify the composition of the subcommittees as soon as practicable to conform the Basketball Issues Committee to the subdivisional requirements of Constitution 4.8.1. (3) Gender Representation. Recommended that the Board immediately add two men to the women's subcommittee and two women to the men's subcommittee, either through the addition of members or dual membership on the subcommittees. (For 33.5, against 8.5, abstain 8, not present 1.) [See Vote No. 62.]
