2000 Telephone Conference No. 7

Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:
Recruiting/Video Conferences
1. Coaches Contacting Prospects Through Video Conferences. The subcommittee recommends that the Division I Management Council, pursuant to its authority set forth in NCAA Constitution 5.4.1.2.1.5, revise a previous Council-approved official interpretation [reference: 09/09/98, Item No. 2 (Attachment A)] that precludes an institution's coaching staff member from contacting a prospective student-athlete via video conference. The subcommittee recommends that the Management Council revise this interpretation to permit an institution's coaching staff member to engage in face-to-face contact with a prospect via video conference, provided such contact is considered a recruiting contact and occurs during a permissible contact period. Recruiting/Electronic Mail Attachments
2. Electronic Mail Attachments. The subcommittee recommends that the Division I Management Council, pursuant to its authority set forth in Constitution 5.4.1.2.1.5, revise a previous Council-approved official interpretation [reference: 08/27/98, Item No. 5 (Attachment B)] that precludes an institution's coaching staff member from including color attachments with electronic mail correspondence sent to prospective student-athletes. The subcommittee believes that color attachments to electronic correspondence should be permissible, inasmuch as the legislation prohibiting color attachments to general correspondence was not designed to address attachments included with electronic mail correspondence. Recruiting/Telephone Calls/Pagers
3. Coaches Contacting Prospects Through a Pager. The use of a pager to contact a prospect is considered a telephone call. If a pager permits a text message to be displayed, an institutional coaching staff member who leaves a message in excess of a greeting is considered to have made a telephone contact.
