Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Playing and Practice Season/Football/Medical Exams

1. Medical Examinations Before First Practice Date. The subcommittee determined that it is not permissible for an institution's coaching staff member (for example, head coach, assistant coach, strength and conditioning coach) to be present or provide assistance to the medical/training staff during preseason cardiovascular field tests conducted as part of a medical examination before the first practice date. The subcommittee noted that since cardiovascular field tests are required by the institution, the presence of a coaching staff member would require that activity to be considered a countable athletically related activity that may not occur before the first practice date. [References: Bylaws 17.02.1 (countable athletically related activities) and 17.10.2.3 (activities before first practice date).]

Recruiting/Highlight Films and Recruiting Videos

2. Permissible Content of Highlight Films. An institution's highlight film may include only clips of actual athletics contests and may not include clips of other activities related to the contests (for example, entertainment activities, practice activities, institutional facilities, half-time locker-room talks). [Reference: Bylaw 13.4.2.1 (highlight film/videotape/audio tape).]
