The following chart highlights legislative actions concerning basketball taken by the Division I Management Council during its April 10-11 meeting in Indianapolis. The proposals are categorized according to subject matter and the Management Council action is listed after each proposal (approved and forwarded to the Board of Directors for adoption, defeated, rendered moot by a previous action, withdrawn or referred to another governance entity for further review). The first proposal in each subset was developed by the Division I Working Group to Study Basketball Issues, and the following proposals (if any) were submitted as alternatives by conferences.
Summer Financial Aid
* No. 99-120-A, permitting Division I schools to provide financial aid to a entering men's and women's basketball student-athletes for the summer term before their first fall term, provided he or she is enrolled in a minimum of six hours toward any of the institution's degree programs.
Management Council action: Proposal rendered moot by approval of Proposal No. 99-120-C.
* No. 99-120-B, which differs from Proposal No. 99-120-A in that it applies to all sports, requires the student-athlete to be enrolled in a minimum of five hours, limits the recipient to not more than four additional summer terms of athletics aid, and is not applicable to nonqualifiers.
(The Council amended the proposal to increase the minimum enrollment hours from five to six, and to preclude the use of physical education activity courses.)
Management Council action: Defeated the proposal.
* No. 99-120-C, which differs from Proposal No. 99-120-A in that it precludes the use of physical education activity courses.
(The Council amended the proposal to clarify that a maximum of five summers of aid could be awarded, that this proposal is to allow a five-year study regarding the impact on graduation rates for basketball student-athletes and that initial enrollment in six hours satisfies the intent of the legislation, although this issue will be monitored and reviewed as necessary by a committee responsible for basketball issues. The effective date also was amended to August 1, 2000, for the summer of 2001.)
Management Council action: Approved the proposal as amended and forwarded it to the Board for adoption. (Effective date: August 1, 2000, for the summer of 2001.)
Financial Aid -- Overall Counters
* No. 99-121-A, providing an incentive-based financial aid model in which overall financial aid limits in Division I men's basketball are determined based on each institution's four-year graduation rate in that sport.
Management Council action: Defeated the proposal.
* No. 99-121-B, which differs from Proposal No. 99-121-A in that it applies to all sports and would include a student-athlete in the institution's maximum award limitations for a specified period of time, if the student-athlete departs the team and would not have been eligible for competition had the student remained on the team.
Management Council action: Defeated the proposal.
* No. 99-121-C, which differs from Proposal No. 99-121-A in that it requires Division I schools in men's basketball to continue to include a student-athlete in the institution's maximum award limitations for a specified period of time, if the student-athlete departs the team and would not have been eligible for competition had the student remained on the team.
Management Council action: Defeated the proposal.
* No. 99-121-D, which differs from Proposal No. 99-121-A in that Division I schools with graduation rates of 32 percent or lower in men's basketball could continue to award 13 grants.

Financial Aid -- Initial Counters
* No. 99-122-A, establishing a limit of four on the number of initial counters in men's basketball.
(The Council amended the proposals to establish a limit of eight initial counters in men's basketball during any two consecutive years, with a limitation of five initial counters during any given year. The proposal also was amended to specify that institutions that do not provide athletically related financial aid are not subject to the initial-counter limitations.)
Management Council action: Approved the proposal and forwarded it to the Board for adoption. (Effective date: August 1, 2001.)
* No. 99-122-B, which differs from Proposal No. 99-122-A in that it excludes from such limits student-athletes who receive nonathletically related financial.
Management Council action: The proposal was withdrawn by the sponsors (Ivy Group) due to the amendment on Proposal No. 99-122-A.
Initial Eligibility -- Nonqualifiers -- Financial Aid
* No. 99-123, permitting entering freshmen men's and women's basketball players who are nonqualifiers to receive athletically related financial aid during the first academic year.
Management Council action: Defeated the proposal.
Continuing Eligibility
* No. 99-124-A, requiring freshmen in Division I basketball to complete a minimum of 12 hours by the conclusion of their first term with a minimum grade-point average of 2.000.
Management Council action: Defeated the proposal.
* No. 99-124-B, which differs from Proposal No. 99-124-A in that it requires the minimum grade-point average to be based on all work taken at the conclusion of the student-athlete's first term of full-time enrollment, and clarifies permissive use of prerequisites for specific courses in meeting the 12-hour requirement.
Management Council action: Defeated the proposal.
Eligibility -- Midyear Transfers
* No. 99-125-A, specifying that all midyear transfers in men's and women's basketball shall not be eligible for competition until the ensuing academic year.
Management Council action: Approved the proposal and forwarded it to the Board for adoption. (Effective date: August 1, 2000; for those student-athletes first entering the certifying institution on or after August 1, 2000.)
* No 99-125-B, which differs from Proposal No. 99-125-A in that it permits a two-year college basketball transfer who is a qualifier and who satisfies applicable transfer regulations to participate immediately; also specifies that a two-year college transfer who is not a qualifier must spend an academic year in residence before being eligible for competition.
Management Council action: The proposal was withdrawn by the sponsors (Pac-10).
* No. 99-125-C, which differs from Proposal No. 99-125-A in that it requires all two-year college transfers (qualifiers and nonqualifiers) to spend an academic year in residence before being eligible for competition.
Management Council action: The proposal was withdrawn by the sponsors (Pac-10).
Playing and Practice Seasons
* No. 99-126-A, establishing Friday after Thanksgiving as the first permissible date for regular-season basketball competition (other than specified exempted contests); establishing 34 days before that as the first on-court practice date; establishing 21 days after the first on-court practice date as the first opportunity to participate in preseason exhibition contests; and establishing seven days before the first regular-season contest date as the first date for participation in a certified exempted event.
Management Council action: Defeated the proposal.
* No. 99-126-B, which differs from Proposal No. 99-126-A in that it establishing Friday before Thanksgiving as the first permissible date for regular-season basketball competition (other than specified exempted contests); and establishes 30 days before that as the first on-court practice date.
Management Council action: Defeated the proposal.
CHAMPS/Life Skills Program
* No. 99-127, regarding NCAA CHAMPS/Life Skills programs for Division I student-athletes.
(The Council amended the rationale statement to stipulate that the Life Skills program needed to be available to all student-athletes, but did not require participation by all student-athletes.)
Management Council action: Approved the proposal as amended and forwarded it to the Board for adoption. (Effective date: August 1, 2000.)
Recruiting Calendar
* No. 99-128-A, revising the basketball recruiting calendar as follows: (1) permits coaches to contact prospective student-athletes for 18 days within a 30-day period beginning the Thursday after Labor Day; (2) establishes a contact period Friday after the Men's Final Four through nine days after the initial signing date for the spring signing of the National Letter of Intent; (3) reduces the July evaluation period from 24 to 14 days; (4) increases from 40 to 50 the number of recruiting days during the academic-year evaluation period; (5) establishes a 10-day evaluation period of high-school juniors; and (6) moves the time for institutions to make their one telephone call per prospect during a 10-day period from June to May of the prospect's junior year in high school.
Management Council action: The proposal was rendered moot by approval of Proposal No. 99-128-B.
* No. 99-128-B, which differs from Proposal No. 99-128-A in that it eliminates the summer recruiting period; increases from 40 to 70 the number of recruiting days during the academic year; and permits coaches to evaluate only basketball activities and events approved, sanctioned, sponsored or conducted by the applicable state high-school association, national federation of state high-school associations or national junior college athletic association (other than contests that are part of the prospect's normal high-school, preparatory school or two-year college season).
(The Council amended the proposal to change the effective date to August 1, 2001, and to modify the intent and rationale statements to indicate that the current summer evaluation period would be replaced, rather than eliminated. The Council also noted that a delayed effective date would allow sufficient time for the interested groups to prepare for and establish an appropriate replacement recruiting calendar for implementation before summer 2002.)
Management Council action: Approved the proposal as amended and forwarded it to the Board for adoption. (Effective date: Amended to August 1, 2001.)
* No. 99-128-C, which differs from Proposal No. 99-128-A in that it eliminates all early phone calls to prospective student-athletes in both men's and women's basketball, and eliminates limited contact with men's basketball prospects during the 10-day period during the prospect's junior year in high school.
Management Council action: The proposal was rendered moot by approval of Proposal Nos. 99-128-B and 99-128-D.
* No. 99-128-D, which differs from Proposal No. 99-128-A in that it organizes the 14-day summer evaluation period to permit one week of evaluation at the beginning of the period and one week of evaluation at the end of the period.
(The Council defeated the parts of the proposal regarding the earlier telephone call and the 10-day contact period during the junior year in high school.)
Management Council action: Approved the proposal as amended and forwarded it to the Board for adoption. (Effective date: Amended to August 1, 2000.)
* No. 99-128-E, which differs from Proposal No. 99-128-A in that it increases the summer evaluation period from 14 to 20 days, and organizes the period to permit two evaluation periods with a four-day quiet period beginning Friday before the third weekend in July.
Management Council action: The proposal was rendered moot by approval of Proposal Nos. 99-128-B and 99-128-D.
* No. 99-128-F, which differs from Proposal No. 99-128-A in that it increases the summer evaluation period from 14 to 18 days, and organizes the period to permit nine days of evaluation at the beginning of the period and nine days of evaluation at the end of the period.
Management Council action: The proposal was rendered moot by approval of Proposal Nos. 99-128-B and 99-128-D.
* No. 99-128-G, which differs from Proposal No. 99-128-A in that it increases the summer evaluation period from 14 to 16 days, and organizes the period to permit eight days of evaluation at the beginning of the period and eight days of evaluation at the end of the period.
Management Council action: The proposal was rendered moot by approval of Proposal Nos. 99-128-B and 99-128-D.
Basketball Event Certification
* No. 99-129, which would strengthen the certification process for basketball events in which coaches are permitted to evaluate prospective men's and women's basketball student-athletes, was referred to the newly created Division I Basketball Issues Committee.
Management Council action: Referred the proposal to the new Division I Basketball Issues Committee.
Recruiting Oversight Committee
* No. 99-130, establishing a Division I oversight committee to monitor recruiting issues and, as necessary, assist with monitoring certified events, camps and teams.
Management Council action: The proposal was rendered moot by approval of Proposal No. 99-132-B.
Gambling Activities
* No. 99-131-A , establishing a three-tiered process of sanctions for sports-wagering violations.
[The Council amended the proposal to establish a two-tiered process of sanctions for violations of NCAA gambling/sports wagering legislation, as set forth in Proposal No. 99-131-B, and defeated the paragraph of the proposal that established a third tier of sanctions for participation in gambling activities that involve intercollegiate or professional athletics through a method other than organized gambling (for example, "pool" betting, wagering with peers).]
Management Council action: Approved the amended proposal and forwarded it to the Board for adoption. (Effective date: August 1, 2000.)
* No. 99-131-B, which differs from Proposal No. 99-131-A in that it establishes a two-tiered process of sanctions for violations of NCAA gambling/sports wagering legislation.
Management Council action: In effect, through actions regarding Proposal No. 99-131-A, gave final approval and forwarded the proposal to the Board for adoption. (Effective Date: August 1, 2000.)
Basketball Issues Committee
* No. 99-132-A, establishing a Division I Basketball Issues Committee that reports directly to the Division I Board of Directors.
Management Council action: The proposal was rendered moot by approval of Proposal No. 99-132-B.
* No. 99-132-B, which differs from Proposal No. 99-132-A in that it requires the committee to report directly to the Division I Championships/Competition Cabinet, and requiring the group to handle all responsibilities in the area of recruiting (rather than creation of a separate committee for theat purpose).
Management Council action: Approved the proposal and forwarded it to the Board for adoption. (Effective date: Immediately.)
