The Certified Events Subcommittee of the Division I Championships/Competition Cabinet has finalized its list of recommendations for 2000-01 winter and spring sports.
The subcommittee, which met May 8-9 in Indianapolis and conducted a subsequent telephone conference June 8, recommended to the cabinet that 36 events be approved--23 in men's basketball, nine in women's basketball and one in men's and women's basketball. The other events are two in men's ice hockey and one in baseball.
The subcommittee deferred certification on two men's basketball events, the Puerto Rico Shootout and the Puerto Rico Holiday Classic. Sponsors of those events wished to conduct early round games of the tournaments on sites within the continental United States, which is contrary to the intent of NCAA Bylaw 30.10.1.3 regulating the conduct of exempted contests outside the continental United States. The subcommittee has asked the event sponsors to resubmit application materials based on all games being conducted in Puerto Rico.

In other action, the subcommittee proposed several legislative changes, including a request to eliminate a provision in Bylaw 17.5.5.3 that prohibits Division I schools from participating in a certified event in the same state or territory outside the continental United States more than once during a four-year period.
The subcommittee believes this change provides institutional autonomy regarding participation in two certified events during the four-year period.
The group also recommended a deregulation package that would eliminate much of Bylaw 30.10. Included in the deregulation would be the elimination of the reimbursement-of-expense provisions, sponsor guarantee and payment of travel expenses. The subcommittee believes such deregulation gives schools the responsibility of making individual scheduling decisions in the interest of the institution with consideration of student-athlete welfare and business interests.
The deregulation recommendations came after a review of policies regarding certified events. In that regard, the subcommittee has asked that the newly created Division I Basketball Issues Committee take up the issue of certified basketball events. The subcommittee has become increasingly concerned with the proliferation of those events and how they impact the length of the basketball season, the number of games during the season and increased missed class time for student-athletes.
Because of the Basketball Issues Committee's specific charge to review basketball issues, the subcommittee believes that group would be in a better position to suggest modifications or alternatives relating to certified basketball events, if necessary.
In another action, the subcommittee recommended the elimination of Bylaw 31.2.1.1, which requires members of a particular classification to participate in that division's postseason if selected.
The group sees this proposal as part of the deregulation effort that would shift to individual schools the responsibility of selecting postseason competition opportunities.
