III Management Council addresses Convention legislation, reports
SAN ANTONIO -- During its pre-Convention meeting January 8-9, the Division III Management Council addressed several matters related to the Convention, including Convention legislation.
The Council also addressed reports from Association-wide and Division III committees and forwarded numerous recommendations to the Division III Presidents Council for consideration.
In other action, the Management Council:
Reviewed the Division III mission statement and strategic-planning priorities.
Discussed cost-saving initiatives.
Reviewed revisions to the Association's budgeting process.
Received an update on Association litigation issues.
Referred a recommendation from the NCAA Olympic Sports Liaison Committee to amend NCAA Bylaw 12.1.1.4.4 (exception for training expenses) to its April meeting.
Recommended to the Presidents Council that it sponsor a legislative proposal to amend NCAA Bylaw 13.11.3.1 (athletics department members serving as announcers for contests involving national teams).
Approved a recommendation from the Committee on Sportsmanship and Ethical Conduct to endorse the initiation of an annual Association-wide sportsmanship award. Also agreed to recommend the creation of a gambling video that would be broad enough in scope to address gambling issues on campuses in all three divisions, not just those campuses with prominent basketball and football programs that are featured in casino betting lines.
Agreed to recommend endorsement of a recommendation from the Committee on Women's Athletics concerning a NACWAA resolution stating that the Association supports gender equity, the concept of a gender-equity audit and the proactive implementation of policies addressing the findings of an audit, as appropriate.
Recommended that the Presidents Council sponsor legislation to permit a student-athlete to serve on the Division III Subcommittee on Student-Athlete Reinstatement.
Endorsed two recommendations from the Division III Membership Committee accepting the Illini-Badger Football Conference as a nonvoting member conference and the New England Small College Athletic Conference as a voting member conference.
Recommended that Presidents Council sponsor legislation to amend the NCAA's Principle of Nondiscrimination. An Association-wide matter, this would eventually require a vote by all divisions.
Reviewed noncontroversial legislation for the 2000 NCAA Convention.
