Preseason off-campus practice activities
(Proposal No. 98-22)
Division I institutions should note that with the adoption of Proposal No. 98-22 (effective August 1, 1999), institutions are precluded from conducting preseason off-campus practice activities that are publicized in advance at any site not normally used by the institutions to conduct their practice activities. Please note that this proposal is not designed to preclude institutions that normally use a single off-campus practice facility to continue the use of such facility to conduct normal practice activities.
Bylaws 14.1.6.2.1.3 and 15.01.5
Member institutions awarding institutional financial aid to student-athletes who enrolled in less than a full-time program of studies during final semester or quarter -- Division III
Division III institutions should note that during its June 29 telephone conference, the Division III Committee on Interpretations and Legislation determined that a student-athlete who exhausted eligibility in accordance with NCAA Bylaw 15.01.5 and who is enrolled part time in the final semester of attendance in accordance with Bylaw 14.1.6.2.1.3 may receive unearned institutional financial aid, provided the financial aid is not related in any way to athletics ability.

Institutions providing Federal Express account number to high-school and Amateur Athletics Union (AAU) coaches -- Division III
Division III institutions should note that during its June 29 telephone conference, the Division III Committee on Interpretations and Legislation determined that in accordance with Bylaws 13.2.1 and 13.16.1 it is not permissible for institutional coaching staff members to provide an institutional Federal Express account number to high-school and AAU coaches for the purpose of receiving game film videotape of prospective student-athletes.
