Administrative Committee minutes

Division I

February 5, 1998

1. Acting for the Division I Management Council, the Administrative Committee:

a. Approved an incidental-expense waiver request under Bylaw 16.13.1 from Elon College to pay for items stolen from a student-athlete while the team was housed in a motel during a vacation period. The Administrative Committee had reviewed this request during its January 22 conference call and had requested additional information from the college. After reviewing a copy of the police report for the theft, the Administrative Committee granted the college's request to pay for the student-athlete's identification card and dormitory key.

b. Denied an incidental-expense waiver request under Bylaw 16.13.1 from Georgia Institute of Technology to reimburse a student-athlete for long-distance charges incurred when the student-athlete was charged $53 for long-distance calls because she completed an online computer homework assignment via the phone in her hotel room while she was on official team travel.

c. Approved an incidental-expense waiver request under NCAA Bylaw 16.13.1 from Harvard University to provide ongoing meal expenses to its student-athlete welfare committees that meet quarterly during the lunch hour.

The Administrative Committee requested that NCAA staff draft proposed legislation, for review by the Management Council, that would permit universities to provide such meal expenses to student-athletes serving on university committees that meet during meal hours.

d. Approved an incidental-expense waiver request under Bylaw 16.13.1 from Texas Tech University to provide ongoing transportation expenses for five football student-athletes to visit a former football student-athlete who is severely injured and partially paralyzed as a result of an automobile accident. The university provided the itinerary for the visit and specified that it would be a one-day visit, transportation would be by an athletics department van driven by a coach and the student-athletes would pay for their own meals.

2. The Administrative Committee authorized the resolicitation of nominees for four vacancies on the Committee on Athletics Certification in an attempt to secure additional nominations that would meet the particular requirements of the committee, including representation of conferences not previously represented on the committee; involvement of at least two chief executive officers, preferably one from Division I-A; and adequate representation of ethnic/racial minorities.

3. The committee indicated that the Management Council should be involved in the strategic-planning process, including reviewing in April a progress report from the Strategic Planning Cabinet. It was also noted that at its July meeting the Management Council will review the goals approved by the Board of Directors.
