Acting for the NCAA Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretation issued the following interpretations:

Playing and Practice Season

1. Preseason Off-Campus Intrasquad Games Prohibition. Preseason off-campus practice activities that are publicized in advance do not, per se, constitute an intrasquad game. An intrasquad game is any practice activity that includes any one of the following conditions:

a. An official score is kept;

b. Official timer or game officials are used;

c. Admission is charged; or

d. Official team uniforms are used.

The subcommittee referred to the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Recruiting the issue of preseason practice activities conducted at multiple sites to determine whether it wishes to recommend legislation to preclude such activity.

Summer Baseball Leagues

2. Involvement of Institution's Coach and Two-Year College Prospect in NCAA-Funded Summer Baseball Leagues. An institution's baseball coach may not serve as a coach of a team in an NCAA-funded summer baseball league that has as a team member a two-year college prospect, inasmuch as the league is not considered competition that is organized and administered by the applicable governing body or athletics authority in accordance with 13.12.3.4. The subcommittee noted that the NCAA provides funding to summer baseball leagues that meet specified requirements in 30.14.2, but otherwise is not involved in the conduct of actual league operations.
