Acting for the NCAA Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretation:
Highlight Film/Recruiting Video/Printed Recruiting Materials
1. Prospect Viewing Videotape/Film During Recruiting Visit. A prospect may tour an institution's athletics hall of fame or museum during a recruiting trip and view videotapes/films related to the institution's athletics programs (even if such videos/films do not meet the definition of a highlight film), provided the facility is open to the general public on a year-round basis and the videotape/film has been developed for the purpose of showing to the general public (as opposed to the recruitment of prospects). Acting for the NCAA Division II Management Council, the Division II Legislation Committee Interpretations Subcommittee issued the following interpretation:
1998 NCAA Convention Proposal No. 12
1. Eligibility -- One-Time Transfer Exception. The Division II Interpretations Subcommittee reviewed 1998 Convention Proposal No. 12, which, in Division II, would permit a student-athlete who attended a four-year institution, did not receive athletically related financial aid and did not participate in intercollegiate athletics (other than in limited preseason tryouts) to exclude attendance at that institution for purposes of applying the one-time transfer exception. The subcommittee determined that for the purpose of satisfying the satisfactory-progress provision of the one-time transfer exception, attendance at any institution at which the student-athlete neither participated nor received athletically related financial aid would be excluded. For example, if a student-athlete enrolled in and participated at Institution A, transferred to Institution B and did not participate or receive athletically related financial aid at Institution B and subsequently transferred to Institution C, in order to use the one-time transfer exception, the student-athlete must have been in good academic standing and satisfied satisfactory-progress requirements at Institution A.
