Consultants note problem with eighth-grade course use
The NCAA Foreign Student Records Consultants discussed the use of eighth-grade coursework from foreign educational systems during their October 11-12 meeting in Kansas City, Missouri.
The consultants noted that the NCAA national office receives a number of initial-eligibility waiver applications from member institutions each year requesting that eighth-grade coursework be used to meet the core-curriculum requirements of Bylaw 14.3.
The consultants reaffirmed that eighth-grade courses completed in foreign educational systems are not the equivalent of courses completed in secondary school and, therefore, such courses may not be used to meet the core-curriculum requirements of 14.3.
In other actions:
The NCAA Initial-Eligibility Clearinghouse reported to the consultants that approximately two percent of all student-athletes registered with the clearinghouse are foreign student-athletes. Of the 1997 graduates currently registered with the clearinghouse, 1,656 are foreign student-athletes.
The Guide to International Academic Standards for Athletics Eligibility for Students Entering Fall 1998 will be available in mid-December. The consultants and national office then will begin a spring publication schedule for the guide, beginning in spring 1998 with a guide for students entering institutions in fall 1999.
The consultants discussed revisions of the guide for students entering in fall 1998. Significant revisions will be made in the country outlines for Italy, The Netherlands and Sweden. A new addition to the guide will be a country outline for Latvia.
The consultants continually are reviewing educational systems in the countries of the former Soviet Union, due to the number of changes taking place in those systems. Revisions in the outlines of education plans in the former Soviet republics can be expected in future editions of the international academic standards guide.
