July 23, 1997
1. Acting for the Council, the Administrative Committee:
a. Appointed James Park Jr., senior of counsel for the law firm of Brown, Todd and Heyburn, PLLC, Lexington, Kentucky, to the Committee on Infractions, replacing James L. Richmond, resigned.
b. Took the following actions on recommendations from the Recruiting Committee:
(1) Amended Bylaw 30.11.2-(d) to indicate that an institution may be permitted to contact prospects on 16 "person days," as opposed to the current eight single days of contact (i.e., two coaches making contacts on the same day would use two contact days); and noted that the combined total of such days for all staff members shall not exceed eight.
(2) Amended Bylaw 30.11.2-(b) to change the current women's basketball recruiting calendar in Division I from September 10-29 to September 9-29.
(3) Remanded to the recruiting subcommittee of the Academics/Eligibility/Compliance Cabinet for further consideration a recommendation to amend Bylaws 13.1.5.3, 30.11.1-(d) and 30.11.2-(c) to delete the language that institutional staff members may not visit a prospect's educational institution on more than one calendar day during the evaluation period, and the recommendation to amend Bylaw 30.11.5-(a)-(1) to include the month of September as an evaluation period in which an institution could use nine days to evaluate prospects off campus during this period.
c. Approved a request by the Metro Atlantic Athletic Conference for a waiver of Bylaw 13.1.4.2 (football contact period) to permit the conference's member institutions to contact through April 30; noted that the institutions do not award aid based on athletics ability and so do not participate in the National Letter of Intent program; and noted that this would permit the institutions to recruit student-athletes who did not sign National Letters of Intent with other institutions.
d. Denied a request by the University of North Dakota for a waiver of Bylaw 14.8.1.1-(a) (academic and general requirements) to provide members of the institution's men's and women's golf teams another season of competition; noted that although the athletes were unable to participate in the NCAA championships (due to cancellation of classes because of flooding in the area), they had been able to complete their season.
e. Referred to the Division II Management Council a request for a waiver of Bylaw 14.8.1.2-(a) (residency requirement) to permit a student-athlete from Wayne State College (Nebraska) to transfer to the University of North Alabama and be eligible immediately due to health reasons.
f. Approved a request by Indiana University of Pennsylvania for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to provide travel expenses for a student-athlete to return home for medical treatment.
g. Approved a request by the University of Miami (Florida) for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to reimburse a student-athlete the cost of his bicycle, which was stolen from the football locker room.
h. Approved a request by North Carolina State University for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to provide travel expenses for a student-athlete to return home for medical treatment.
I. Approved a request by the University of Wisconsin, Madison, for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to provide meal expenses for student-athletes' parents participating in an institutionally sponsored seminar on sports agents.
j. Received as information a list of reclassification of members approved effective September 1, 1997.
2. Acting for the Executive Committee, the Administrative Committee:
a. Upon the recommendation of the Committee on Competitive Safeguards and Medical Aspects of Sports, amended Bylaw 31.2.3.1 to include examples of banned substances, as follows: Bylaw 31.2.3.1-(a): Add "bromantan;" Bylaw 31.2.3.1-(b): Add "dehydroepiandrosterone (DHEA)" and "dihydrotestosterone;" Bylaw 31.2.3.1.1: "Examples of banned methods are catheterization, urine substitution, and/or tampering or modification of renal excretion by the use of diuretics, probenecid, bromantan, or related compounds, and epitestosterone administration."
b. Authorized the executive director to in turn authorize one or more staff members to effect securities transactions, enter into repurchase agreements and establish accounts with such banking institution as are necessary for the efficient conduct of the Association's business.
3. Report of actions taken by the executive director per Constitution 4.3.2. Acting for the Council, the executive director:
a. Granted requests from the following institutions to replace coaches on a temporary basis per Bylaw 11.7.1.1.1.2: Ball State University; Mississippi State University; Oral Roberts University; Santa Clara University; University of Toledo; University of Tulsa; Virginia Commonwealth University; and University of Wisconsin, Madison, to replace a men's basketball coach, and Harvard University, Kansas State University, University of Toledo, Valparaiso University and Western Kentucky University to replace a women's basketball coach.
b. Approved 25 summer basketball leagues (15 for men, six for women and four for both men and women) per Bylaws 14.7.5.2 and 30.14.
c. Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to participate in competition involving national teams in men's basketball and women's soccer.
d. Granted a waiver per Bylaw 14.7.6.1-(e) to permit a student-athlete to participate in competition at the 1997 Francophone Games.
e. Granted waivers per Bylaw 14.7.6.2-(b) to permit student-athletes from various institutions to participate in all-star foreign tours through the Big Ten Conference (Austria, Slovakia and Czech Republic), through Athletes in Action (Argentina and Brazil) and through Sports Ambassadors (Argentina).
f. Granted waivers per Bylaw 16.13.1 to permit institutions to provide incidental expenses in these situations:
(1) To provide transportation expenses to student-athletes to return to their homes to attend funerals of members of the student-athletes' families.
(2) To provide transportation expenses to student-athletes to attend the funeral of their former coach.
