Conference No. 35
April 14, 1997

1. Acting for the Council, the Administrative Committee:

a. Reviewed the agendas for the Council's and steering committees' April 14-15 meetings.

b. Granted an incidental-expense waiver per Bylaw 16.13.1 to permit an institution to provide typing assistance for a student-athlete with carpal tunnel syndrome in both wrists and a cast on one wrist.

2. Report of actions taken by the executive director per Constitution 4.3.2.

a. Acting for the Council:

(1) Granted requests from the following institutions to replace coaches on a temporary basis per Bylaw 11.7.1.1.1.2: to Kansas State University to replace a women's volleyball coach; and to Bowling Green State University, Central Connecticut State University, Lamar University, Louisiana State University, St. John's University (New York) and Seton Hall University to replace men's basketball coaches.

(2) Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to participate in competition involving national teams in men's archery, men's and women's basketball, women's field hockey, women's ice hockey, men's and women's soccer, men's and women's swimming, men's tennis, men's track, women's volleyball, and men's wrestling.

(3) Granted waivers per Bylaw 16.13.1 to permit institutions to provide incidental expenses in the following situations:

(a) To student-athletes for transportation expenses to attend the funeral of the institution's senior woman administrator's father.

(b) To student-athletes to attend funerals of members of the student-athletes' families.

(c) To provide flowers to families of those involved in funerals.

(d) To the parents of student-athletes to be with the student-athlete while hospitalized.

(e) To student-athletes to attend ceremonies where the student-athletes will be honored.

(f) To student-athletes to return to their homes to be with family members who were terminally ill, seriously injured or hospitalized.

(g) To a university to provide a reception for members of the institution's soccer and lacrosse teams in honor of a former teammate.

(h) To a university to provide two overlays to assist a student-athlete who suffers from Attention Deficit Hyperactivity Disorder in the student-athlete's academic studies.

(i) To a university to replace items stolen from a student-athlete's car.

(j) To a university to provide transportation expenses to a student-athlete who was recently diagnosed with the AIDS virus to return home to be with family.

(k) To student-athletes for transportation expenses to attend the funeral of a former teammate.

(l) To a university to provide expenses for prescribed medications to a student-athlete diagnosed suicidal.

(4) Granted a waiver per Bylaw 31.2.1.3 to permit California Polytechnic State University, San Luis Obispo, a complete restoration of institutional eligibility for NCAA championships for failing to meet the September 15, 1995, deadline for submitting accurately completed certification of compliance forms per 18.4.2.1-(d).

(5) Granted a waiver per Bylaw 31.2.1.3 to permit Southwestern University (Texas) a complete restoration of institutional eligibility for 1996-97 NCAA championships for failing to meet the September 15, 1996, deadline for submitting accurately completed certification of compliance forms per 18.4.2.1-(c).

b. Acting for the Executive Committee:

Approved a recommendation from the NCAA Men's and Women's Swimming Committee that the University of Texas at Austin serve as the host institution for the 1998 Division I Zone D diving qualifying competition scheduled for March 13-14, 1998.

April 23, 1997

1. Acting for the Council, the Administrative Committee:

Appointed Tina Sloan Green, Temple University, to the National Youth Sports Program Committee, replacing Robert Bockrath, University of Alabama, Tuscaloosa, resigned.

2. Report of actions taken by the executive director per Constitution 4.3.2. Acting for the Council:

a. Granted requests from the following institutions to replace coaches on a temporary basis per Bylaw 11.7.1.1.1.2: to Drake University to replace a women's basketball coach and to the University of South Florida to replace a women's golf coach.

b. Granted waivers for three additional visits above the allowed 12 official visits in the sport of men's basketball for the 1996-97 recruiting year to California State University, Sacramento, and Loyola Marymount University.

c. Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to participate in competition involving national teams in men's basketball, women's diving, men's and women's fencing, men's soccer, and men's wrestling.

d. Granted waivers per Bylaw 16.13.1 to permit institutions to provide incidental expenses in the following situations:

(1) To student-athletes to attend funerals of members of the student-athletes' families.

(2) To student-athletes to attend ceremonies where the student-athletes will be honored.

(3) To student-athletes to return to their homes to be with family members who were terminally ill, seriously injured or hospitalized.

(4) To a university to provide snacks and beverages for various graduating student-athletes and their relatives.

(5) To provide transportation expenses to a student-athlete to return to campus during spring break to train for the NCAA swimming championships.

e. Granted a waiver per Bylaw 31.2.1.3 to permit Alcorn State University a complete restoration of institutional eligibility for 1996-97 NCAA championships in the sport of softball for failing to confirm annually its sponsorship of its varsity softball team by so reporting on the NCAA official information form as required in 18.2.1-(e).

f. Granted a waiver per Bylaw 31.2.1.3 to permit Marymount University (Virginia) a complete restoration of institutional eligibility for 1996-97 NCAA championships in the sport of women's lacrosse for failing to confirm annually its sponsorship of its varsity lacrosse team by so reporting on the NCAA official information form as required in 18.2.1-(e).

g. Approved 39 summer basketball leagues (21 for men, 12 for women, and six for both men and women) per Bylaws 14.7.5.2 and 30.14, as reported in issues of The NCAA News.

May 5, 1997

1. Acting for the Council, the Administrative Committee:

a. Appointed Suzanne J. Tyler, director of athletics, University of Maine, Orono, to the Division I Women's Basketball Committee, replacing Constance H. Hurlbut, Patriot League, resigned.

b. Granted a waiver per Bylaw 14.8.1.1-(a) to provide an additional season of competition for University of North Dakota student-athletes with eligibility remaining in the sports of baseball, softball, and men's and women's outdoor track, inasmuch as the remainder of their academic year was canceled because of flooding in the state.

c. Granted a waiver per Bylaw 20.9.3.2.1 to permit Stetson University to count the non-NCAA sport of men's crew in meeting the sports sponsorship requirements.

2. Acting for the Executive Committee, the Administrative Committee reviewed the agenda for the May 6-8 Executive Committee meeting.

3. Acting for the Council and Executive Committee, the Administrative Committee rescheduled the May 21 telephone conference for 9 a.m. (Central time) that day and the June 18 telephone conference for 6 p.m. June 23 (in conjunction with the Presidents Commission meeting).

4. Report of actions taken by the executive director per Constitution 4.3.2. Acting for the Council:

Approved 67 summer basketball leagues (36 for men, 18 for women, and 13 for both men and women) per Bylaws 14.7.5.2 and 30.14, as reported in issues of The NCAA News.
