NCAA Administrative Committee action
Effective date of 1997 NCAA Convention Proposal No. 81

NCAA institutions should note that during its March 19, 1997, telephone conference, the Administrative Committee amended the effective date of 1997 Convention Proposal No. 81 from "immediate" (as determined on its March 5 telephone conference) to April 16, 1997. Accordingly, any student-athlete who submits his name for the 1997 NBA draft no later than April 16, 1997 (as determined by the postmark on the correspondence), may use the rule in place prior to the 1997 NCAA Convention. Thus, such a student-athlete would be permitted to be drafted by an NBA team and still retain eligibility in the sport of basketball, provided he meets the remainder of the conditions of NCAA Bylaw 12.2.4.2.1.

Those student-athletes who do not meet the April 16 deadline will be required to meet the conditions of Proposal No. 81. Accordingly, such a student-athlete in the sport of basketball may enter a professional league's draft one time during his or her collegiate career without jeopardizing eligibility in that sport, provided the student-athlete is not drafted by any team in that league and the student-athlete declares his or her intention to resume intercollegiate participation within 30 days after the draft.

1997 NCAA Convention Proposal No. 110
Official visits -- Division I-A football

NCAA Division I-A football institutions should note that according to 1997 NCAA Convention Proposal No. 110, effective August 1, 1997, an institution may retain a maximum of six unused visits from the previous academic year. Such visits may be used only during the subsequent academic year.

During its January 30, 1997, conference call, the NCAA Interpretations Committee determined that this proposal applies to official visits taken during the 1996-97 academic year. Accordingly, an institution that does not use all of its 56 visits for the current academic year (through July 31, 1997) is permitted to "bank" a maximum of six visits to be used during the 1997-98 academic year. In addition, the committee noted that the time frame for counting official visits pursuant to Bylaw 13.7.1.6 in the sports of football and basketball is August 1 through July 31.
