February 5, 1997
1. Acting for the Council, the Administrative Committee:
a. Appointed the following NCAA representatives to the USA Basketball board of directors for the 1996-2000 quadrennial: James A. Haney, executive director, National Association of Basketball Coaches; Betty F. Jaynes, chief executive officer, Women's Basketball Coaches Association; Mike Jarvis, men's basketball coach, George Washington University, and Deborah A. Yow, director of athletics, University of Maryland, College Park.
b. Approved an incidental-expense waiver request per Bylaw 16.13.1 to permit an institution to contribute $100 to a charitable trust fund for the family of a student-athlete whose father died.
c. Approved an incidental expense waiver request per Bylaw 16.13.1 to permit an institution to cover the cost of repairs to a student-athlete's car that was damaged when a student team manager backed an institutional vehicle into it.
d. Approved modification of wording pursuant to Constitution 5.4.1.1.1 in four legislative proposals adopted at the 1997 Convention, noting that sufficient documentation and testimony exist to establish clearly that the original wording of the legislation was inconsistent with the intent.
e. Approved applications for affiliated membership from the Affiliated Boards of Officials and Lowcountry Amateur Athletics, both nonprofit organizations.
f. Approved the following recommendations of the Special Events Committee:
(1) Amended the minimum criteria applicable to an exempted preseason football contest to require the sponsoring agency to distribute to each participating institution the greater of $600,000 or 30 percent of the gross revenues; to secure a $1.5 million letter of credit; and to contribute a minimum of 25 percent of the gross receipts to a charity that is approved by the Special Events Committee.
(2) Approved the application of the Black Coaches Association to sponsor a preseason football game prior to the 1997 season, noting that the BCA has indicated that it will meet the above criteria and that the certification is subject to the BCA's securing a letter of credit.
(3) Approved the following basketball games as one-in-four-year exemptions: NABC Coaches vs. Cancer Classic, December 13, 1997, and the NABC Classic (date to be determined), with the latter to be included with exemptions in Bylaw 7.5.3.1-(c) to permit it to take place after November 8.
2. Acting for the Executive Committee, the Administrative Committee:
a. Designated the following as host institutions for regional tournaments of the 1997 Division I Men's Tennis Championships: Region III -- University of Georgia; Region IV -- University of Illinois; Region V -- Wichita State University; Region VII -- University of Nevada, Las Vegas; and Region VIII -- Pepperdine University.
b. Designated the University of Utah as the host institution for the 1999 National Collegiate Women's Gymnastics Championships.
c. [Note: The following occurred during a special meeting in conjunction with the 1997 Convention: Upon the recommendation of the Special Committee on Agents and Amateurism, allocated $50,000 to the National Conference of Commissioners on Uniform State Laws to undertake the drafting of a uniform state law relating to activities of sports agents and runners.]
