Administrative Committee minutes

Conference No. 20
October 6, 1996

1. Acting for the Council, the Administrative Committee:

a. Reviewed the agenda for the October 7-9 Council and division steering committee meetings. The Administrative Committee noted that with the number of initial-eligibility waiver appeals and satisfactory-progress waiver appeals to be considered by the Council during this meeting, a conflict-of-interest policy should be developed for use by the Council during the meeting. The committee agreed that Council members from institutions appealing a decision or Council members who are conference administrators with an institution in that conference appealing a decision will not be permitted to take part in discussions of those particular cases or to vote on those cases.

b. Reviewed the need for enhanced coordination of the Association's legal activities and approved a new staff position for chief legal counsel and a job description for the position.

c. Referred to the full Council for consideration at its October 7-9 meeting numerous recommendations from the Special Events Committee.

d. Approved requests from 20 institutions to submit to the Council written appeals of decisions of the Council Subcommittee on Initial-Eligibility Waivers.

e. Denied a request by an institution for a waiver under the provisions of Bylaw 14.8.1.2-(b) (residence requirement).

f. Denied a request by an institution for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to pay rental expenses for an orthopedic support mattress for a student-athlete; and suggested that the institution pursue the possibility of using the moneys from the NCAA special assistance fund for this purpose.

g. Approved a request by an institution for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to reimburse a student-athlete for long-distance telephone charges, due to extenuating personal circumstances.

h. Denied a request from an institution for an incidental-expense waiver per Bylaw 16.13.1 to permit the institution to provide expenses for the mother of a student-athlete to travel to the institution to be present for the student-athlete's foot surgery, noting that the injury did not occur during practice or competition; and suggested that the institution pursue the possibility of using moneys from the NCAA special assistance fund for this purpose.

2. Report of actions taken by the executive director per Constitution 4.3.2. Acting for the Council:

a. Granted requests from the University of Alabama, Tuscaloosa; University of Arkansas, Fayetteville; University of Idaho; University of South Alabama; and Xavier University (Ohio) to temporarily replace coaches in the sports men's and women's basketball per Bylaw 11.7.1.1.1.2.

b. Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to either try out or participate in competition involving national teams in the sports of basketball, golf, rifle, rowing, soccer, softball, swimming and tennis.

c. Granted waivers per Bylaw 16.13.1 to permit institutions to provide incidental expenses in these situations:

(1) To provide transportation expenses to student-athlete to return to their homes to be with family members who were terminally ill, seriously injured or hospitalized.

(2) To student-athletes to attend the funerals members of the student-athletes' families.

(3) To provide flowers to families of those involved in funerals.

(4) To provide flowers to a student-athlete who had been hospitalized.

(5) To provide transportation expenses and hotel accommodations to family members of student-athletes who have sustained serious or life-threatening injuries during competition.

(6) To student-athletes to replace items that were stolen during competition.

(7) To provide police security and relocation expenses to student-athletes due to threats on their lives.

b. Acting for the Executive Committee:

(1) Approved a recommendation from the NCAA Division I Wrestling Committee that Delaware State University serve as host institution for the East regional qualifying competition, and that the University of Northern Iowa serve as host institution for the West regional qualifying competition of the 1997 NCAA Division I Wrestling Championships.

(2) Realigned Duquesne University from the East to the West region, which increases the number of institutions in the West from four to five, making it more competitive with the East region, which now has eight institutions.

October 16, 1996

Acting for the Council, the Administrative Committee:

a. Appointed Mark Thomas, women's basketball coach, University of Wisconsin, Stout, to the Division III Women's Basketball Committee, replacing Debra F. Hunter, resigned; and appointed Julie Oja, coordinator of athletics facilities, College Misericordia, to the committee, replacing Charles Goffnett, resigned.

b. Appointed Steve McCarty, director of athletics, Stephen F. Austin State University, to the Division I-AA Football Committee, replacing Robert G. Hayes, resigned.

c. Agreed to review on the October 30 telephone conference issues related to initial-eligibility waivers that may be reconsidered in light of recent NCAA Council actions.
